SCOPE OF WORK
USAID Transformation Communications Activity
Job Title: SMM Expert (Telegram, Twitter, Facebook, and YouTube) for the Ministry for Communities, Territories and Infrastructure Development of Ukraine (Ministry for Restoration)
Estimated Period of Performance/Level of Effort: Short-Term, 40 hours per week within 12 months (up to 260 days)
Background: The Ministry for Communities, Territories and Infrastructure Development of Ukraine (Ministry for Restoration) is the central executive body, whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine. The Ministry’s primary responsibilities encompass the formulation and execution of state policy relating to various areas of regional development, housing and communal services, territorial organization of communities and population, and urban planning. It plays a crucial role in managing multimodal transportation and the protection of critical infrastructure within the sectors under its jurisdiction. Additional responsibilities include the development, construction, renovation, and modernization of infrastructure related to aviation, railway, sea, and inland water transport. Due to the full-scale Russian invasion, the Ministry is responsible for the restoration of regions, territories and infrastructure affected by the armed aggression of the Russian Federation against Ukraine. Considering the largest post-war recovery, the Ministry needs support in terms of quality communication support to inform about the restoration process, reimbursement state programs, tools for recovery for the general Ukrainian population, and other important information material about the recovery process.
As such, TCA is seeking a short-term SMM expert to be integrated into the Ministry for restoration team to develop a communication strategy for Telegram, Twitter, Facebook and YouTube, ensure its implementation, and establish systems for improved SMM practices within the Ministry. The expert will focus their assignment on strengthening the Ministry’s social media rather than solely acting as an additional “set of hands” during the assignment. The expert will build the communication capacity of the Ministry with regard to SMM including integrating best SMM practices, establishing better engagement with target audiences, informing relevant governmental initiatives, and promoting Ukrainian recovery through Ministry SMM strategy and content.
This activity will help develop the Ministry’s social communication channels (Telegram, Twitter, Facebook and YouTube) among Ukrainians of different ages and for an external audience. Through this, TCA will work on raising the number of Ministry channel subscribers and the reach of the messages the Ministry conveys.
Responsibilities
Strategy and Capacity Building (Primary responsibility)
- To develop the Ministry’s long-term SMM strategy, as well as a content plan for a 12-month period (in collaboration with TCA) for Telegram Channel, Twitter page, and Facebook and YouTube account;
- As part of the strategy, the consultant shall include developing an SMM toolkit and resources/guidebook with clear work instructions, process flows, quality assurance checklists, examples, and best practices that can be used by Ministry staff (communications professionals and non-experts) following the assignment;
- for publications on Telegram Channel, Twitter and Facebook;
- To write and/or copy publications relevant to internal and external audiences depending on the channel of communication;
- To provide breaking updates for immediate placement if needed during nighttime in rare circumstances as needed;
- To find and publish materials that ensure additional information on the key messages based on for each channel;
- To develop materials for all types of publications from content plan alongside Ministry staff;
- To plan and implement promotion for campaigns or separate posts in coordination with Ministry’s internal team;
- To manage the development/adaptation of visuals or infographics for publications;
- To find positive and shareable content, increasing the number of personal stories and storytelling formats to balance the informative content. Prior to the end of the assignment, the consultant shall develop an exit strategy, as well as provide written guidance/tools and potentially update the Ministry’s SMM strategy for an appropriate handover to the Ministry for the next steps following TCA support.
All tasks shall be coupled with a capacity-building approach in which the SMM Expert does not do the content-development/promotion work in a vacuum, but works with Ministry staff and develops systems and easy solutions for the Ministry for Restoration to continue with its existing staff (or backfill) following this short-term assignment.
Reporting and TCA Support
- Plan working hours according to Ukrainian legislation and report on results to TCA and the Ministry for restoration weekly and monthly.
- Provide written reports on a weekly, monthly, and as-requested basis on the progress of their work within the Ministry.
- Support USAID Transformation Communications Activity (TCA) in developing and strengthening established partnerships with the Ministry.
Deliverables/Outcomes:
- SMM strategy is to amplify the Ministry’s voice on Telegram, Twitter, and Facebook.
- A twelve-month SMM content plan that will cover Ministry’s social media channels focusing on Telegram, Twitter, and Facebook.
- System of collaboration with other members of the creative team to ensure that materials are integrated seamlessly into the overall communication strategy of the Ministry.
- Recommendations based on conducted research for staying up to date with industry trends to ensure that materials remain relevant and effective.
- Final reports to the Ministry and TCA which includes best practices of one year, lessons learned, and recommendation for the next two months after the end of the contract.
Requirements
- Experience: At least 3 years of experience in communications.
- Education: Bachelor’s degree (preferably in communications, marketing or other relevant field related to PR and Communications). Master’s degree preferred.
- Languages: Professional Ukrainian writing and speaking. Advanced English writing and speaking.
- Skills: Strong facilitation and communication (written and oral) skills, ability to communicate effectively at all levels.
- Proven ability to train, mentor, and build capacity. Ability to unite people around common goals.
- Experience developing communications strategies for SMM and content plans is required.
- Proven organizational skills.
- Strong analytical skills and exceptional attention to detail.
- Proactive, results-driven approach, track record of successfully working in a reform-driven environment.
- Ability to work both in a team and autonomously with minimum supervision but with respect to given constraints and guidelines.
- Advanced computer literacy.
- Experience in working with government bodies and donor-funded projects is highly preferred.
