Since 1994, IFES has played a significant role in promoting electoral, administrative, and legal reform in Ukraine. In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women, representatives of national minorities and persons with disabilities.

IFES Ukraine is seeking an experienced Consultant on Training Content Development to develop training agendas and materials in the sphere of elections, digital transformation, cуbersecurity, and disinformation, and facilitate training sessions for the CEC and other stakeholders.

MAIN DUTIES AND RESPONSIBILITIES:

• Develop training modules, training materials, and manuals on elections-related issues that cover but are not limited by cyber hygiene, countering electoral disinformation, digital accessibility, electoral rights of vulnerable groups of voters, elections digital transformation, and other designated by IFES election-related topics (training materials, tools for trainings, webinars);
• Facilitate TOTs, webinars, and training sessions for CEC, lower level election commissions, IFES partners in the sphere of digital transformation and cybersecurity when needed by IFES;
• Design and develop publications, reports and analytical materials together with the Digital Transformation Team and/or other experts;
• Engage with stakeholders and provide expertise per their request;
• Participate in official events on behalf of IFES;
• Travel on behalf of IFES when requested.

Deliverables

• Package of Training materials (Agenda and curriculum, Power Point presentations, Facilitators Notes, Handout materials, and pre- and post-tests for trainings);
• Narrative reports after the trainings, meetings, working groups and other events;
• Texts of publications/assessments/analytical reports etc.

EDUCATION and QUALIFICATIONS

• Bachelor’s Degree in law, economics, public administration, computer science, cybersecurity or other related fields. Master’s degree preferred;
• Minimum of 5 years of relevant work experience in developing and conducting trainings in social and political sphere, elections, law, effective communications, cybersecurity, and other related fields;
• Participation in at least 5 informal trainings, seminars, schools for trainers on developing general trainers skills during the last 5 years;
• Participation in at least 5 trainings for trainers in the sphere of law and elections during the last five years;
• Proven experience in developing and conducting trainings in the electoral sphere for the CEC and lower-level election commissions;
• Demonstrated expertise in developing training materials and methodologies in the spheres of elections, cybersecurity, countering electoral disinformation, digital transformation, or other related fields;
• Demonstrated expertise in conducting research and analysis, writing publications will be an advantage;
• Professional experience of working with public authorities and international organizations will be an asset.

LANGUAGE SKILLS: Fluency in English and Ukrainian languages is required. 

TRAVEL: Travel may be required.
