- BACKGROUND
The project “Civil Society and Youth Support” (CSYP) funded by the Danish Ministry of Foreign Affairs is a nation-scale 4-year initiative that runs from 1st January 2023 until 31st December 2026. The Civil Society and Youth Support Project (CSYP) builds on many years of joint programming by the Danish Ministry of Foreign Affairs (DMFA) and UNDP supporting civil society and youth empowerment.
CSYP contributes to the following long-term result: “Ukraine’s civil society and youth are impactful players in strengthening the country’s resilience and recovery, democracy and human rights agenda, including issues of respect to diversity and women’s rights and social cohesion.” The project has a three-dimensional approach.
First, it intends to strengthen civil society organizations, focusing first and foremost at the subnational level, to enable active civil society participation in strengthening Ukraine’s resilience, sustainable recovery and development processes, and to link established CSOs with youth groups – especially new initiatives that emerged after February 2022 – to ensure the cross-fertilization of skills. Second, the project works at the central level to create a more enabling policy environment for CSOs and support the national “youth machinery.” At the national level, UNDP is also working with the Ministry of Youth and Sports (MYS) to re-design and transform the Youth Worker Programme by developing additional capacity development exercises, courses, and learning events for the youth workers, and to help the Ukrainian Youth Foundation kick-start its operations. CSYP supports CSOs in monitoring the implementation of national-level youth policies to determine how much progress has been made, and which areas need additional effort. Third and finally, the CSYP is designed to support young Ukrainians’ active participation in the country’s recovery by honing their skills in good citizenship and leadership. The project supports youth-driven projects and exposes young women and men to how local governments operate to implement locally relevant social cohesion initiatives.
One of the long-term supported programmes, established in cooperation with the Ministry of Youth and Sports of Ukraine, which is still functioning despite the challenges of the full-scale invasion, is the Youth Worker Programme (YWP), launched in 2014. YWP was the first national platform for programmes and activities for young people, information exchange on best practices, and professional networking among experts working with young people aged 14-35. In 2021 the YWP became an integral part of the State Target Social Programme ‘Youth of Ukraine 2021-2025′. Since 2014, more than 6000 programme graduates from all regions of Ukraine have become pioneers in developing youth policy in Ukraine. After February 2022, those programme graduates became the first respondents to the humanitarian crisis outbreaking in Ukraine. They helped the local communities to fill their basic needs, organising humanitarian aid distribution, supporting the evacuation of civilians, assisting IDPs in their hromadas, etc. In 2023, the ‘youth worker’ profession was included in the National Classifier of Professions as a youth specialist (youth worker) which became a significant step towards sustainability of the youth policy infrastructure, and recognition of the work of those involved in shaping youth sphere in the country as a professional carrier path.
In 2024, the programme will celebrate its 10-year anniversary, marking the significant resistant, flexibility and ability to align with the civil society context of the country for the last ten years. Recognizing the significant achievement of the programme over the years and its impact on the youth sphere in Ukraine, UNDP will be working in partnership with the MYS and All-Ukrainian Youth Centre (AUYC) to create an Almanac dedicated to the 10-year anniversary of the YWP (hereinafter – the “Almanac”).
- MAIN OBJECTIVE OF THE ASSIGNMENT
The main objective of the assignment is to produce a comprehensive, engaging document (Almanac) that provide an overview of the development and achievements of the Youth Worker Programme in the period of 2014 to 2024, based on conducted interviews, desk research and analysis of available materials.
- Description of responsibilities/scope of work
It is expected that in terms of implementation of the assignment, the Expert will conduct the following activities:
- Review the available archive materials and gather information (text, photos, multimedia resources) dedicated to the development of the YWP 2014 – 2024.
- Conduct at least five (5) interviews with the main stakeholders and experts in the field of youth work to gather information on the program`s history, achievements, and success stories.
- Propose the clear scope and structure of the Almanac, approved by relevant partners, with the aim to highlight key milestones in development and achievements of the YWP.
- Prepare the final text of the Almanac with incorporated multimedia materials following the approved structure. Adapt the final version of the Almanac in line with the feedback from the relevant stakeholders.
The completion of these tasks will lead to creation of engaging, comprehensive document that celebrates the 10-year anniversary of the program and provides a valuable resource for its stakeholders. The overall objective is to provide the audience with the overview of the Youth Worker Programme operations within 10 years period, as an example of consistent recognized state programme, impacting the development of youth work and policy in the country.

Result: A report in Word format (at least 10 pages, single spacing, Myriad Pro font, size 11) in Ukrainian summarizing key messages and answers on questions from each of the interviewees prepared, submitted to and approved by the MYS, AUYC and accepted by UNDP. The Expert must present those findings to the relevant stakeholders in the MYS, AUYC, UNDP to ensure that gathered information is feasible and do not conflict with the policy of the MYS, AUYC or UNDP (policy will be provided to the Expert by mentioned partners. - MONITORING/REPORTING REQUIREMENTS:
The Contractor shall report to the Civil Society Project Coordinator. The format of the reports must be agreed upon at the first stage of the contract, but UNDP reserves the right to make further changes and clarifications to the report’s format. The satisfactory completion of each of the deliverables shall be subject to the endorsement of the UNDP Project Manager. Upon request, the Contractor should be able to present written or oral explanations as far as the status of the works under the present assignment is concerned.
UNDP will be the ultimate authority to control the quality of work results and assess the Contractor’s performance during the assignment. The Contractor shall comply with the quality assurance system of UNDP, and provide the necessary information, reports and statistics according to a preliminary determined schedule or as soon as possible (within a reasonable period of time). The Expert will duly inform UNDP of any problems, issues or delays arising in the course of implementation of the assignment and take necessary steps to address them.
All reports and results are to be submitted to the UNDP in electronic form (*.docx, *.xlsx, *.pptx, and *.pdf or other formats accepted by UNDP). The language of the materials and reports is Ukrainian. No reports or documents should be published or distributed to third parties without approval of UNDP.
- EXPERIENCE AND QUALIFIED REQUIREMENTS:
Educational background
- At least Bachelor’s degree in social work, journalism, mass communication, pedagogy, public administration, sociology or another related field.
Relevant professional experience
- At least three (3) years of experience in the field of youth policy, social services, or related field, proven by a CV.
- At least one (1) year of previous experience with the Government of Ukraine/UN Agencies/International organisations/National CSOs in the field of youth work, youth policy, social services, public policy/ administration, or related field, proven by a CV.
- At least two (2) relevant examples/samples/brief overview of the authored / co-authored studies, analytical reports, analysis, methodical materials, presentations, other analytical materials in the field of civil engagement, youth work and/or policy, social services or related field (to be mentioned in the CV and/or provided as separate documents or by links).
- Previous work experience with experience with the Youth Worker Programme, proven by a CV, to be considered as an asset.
Language skills
- Fluent writing, editing and oral communication skills in Working knowledge of English would be considered as an advantage (the information should be clearly reflected in an applicant’s CV confirmed by the examples/samples/brief overview of the documents produced by the applicant as provided for the professional experience requirement).

- FINANCIAL PROPOSAL:
Lump sum contract
The Financial proposal shall specify the cost of Professional Services of the Expert as per a form provided with tender publication, namely:
- Breakdown of costs must present the total cost of professional services with an indication of number of the working days and the Expert’s rate per day.
- Breakdown of the lump sum amount per deliverables defined in this ToR Section 3.
NOTE: the currency of the proposal shall be UAH. UNDP will enter into a contract with the selected national individual contractor in UAH, and payments will be made accordingly in UAH.
The payments shall be arranged upon acceptance of the deliverables based on the forecasted quantity of working days needed for the assignment, quality control and recommendations.

The Expert will be responsible for all personal administrative expenses associated with the assignment, which include any equipment required, printing costs, stationery, telephone, and electronic communication.
- EVALUATION CRITERIA
Educational background – 10 points max:
Minimum required: At least Bachelor’s degree in social work, journalism, mass communication, pedagogy, public administration, sociology or another related field:
- Master’s degree (or equivalent) or higher degree – 10 pts.
- Bachelor’s degree – 8 pts.
Relevant professional experience – 54 pts max:
Minimum required: At least three (3) years of experience in the field of youth policy, social services or related field:
- 7 years and more – 20 pts.
- 4-6 years – 18 pts.
- 3 years – 16 pts.
Minimum required: At least one (1) year of previous experience with the Government of Ukraine/UN Agencies/International organisations/National CSOs in the field of youth work, youth policy, social services, public policy/ administration, or related field:
- 4 and more years – 15 pts.
- 2-3 years – 12 pts.
- 1 year – 10 pts.

- EVALUATION METHOD:
Cumulative analysis
Contract award shall be made to the incumbent whose offer has been evaluated and determined as:
- a) responsive/compliant/acceptable, and
- b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
* Technical Criteria weight: 70%
* Financial Criteria weight: 30%
Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:
30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].
The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer. After successful completion of the validation interview the offeror will be awarded a contract.
