This Request for Proposals (RFP) is a part of the USAID/ENGAGE Activity to Enhance Non-Governmental Actors and Grassroots Engagement. The purpose of USAID/ENGAGE is to increase citizen awareness of and engagement in civic activities at the national, subnational and local level.
Overview
To build Ukrainians’ sense of ownership and basic understanding of their role in a democratic society, ENGAGE focuses on raising awareness of and engagement in civil society activities.By providing tools and opportunities for citizens, civil society organizations (CSOs) and other partners, Pact’s activities include both formal and informal civic education initiatives that both foster new generations of responsible and active youth and encourage behavior change in older generations. Critically, Pact supports civic education initiatives that highlight the negative impacts of participating in corruption.
Citizen awareness of basic rights and responsibilities within a democratic society is a necessary condition for effective citizen participation in democratic processes and state building. As part of its civic education objective, Pact will engage international experts to provide technical expertise in developing civic education curricula for schools based onEuropean and North American best practices. In partnership with the Ministry of Education and Science (MOES) and other stakeholders, including donors, CSOs and teachers’ unions,Pact will develop a civic education curriculum for elementary and secondary schools.
Pact’s understanding of civic education
USAID/ENGAGE understands civic education as the competencies (knowledge, skills,and attitudes) required to be an active, democratic, responsible and critical citizen. The goal of USAID/ENGAGE is to facilitate an understanding by children and their parents of the need and importance of the rule-of-law state and civil society as its partner.The main purposes of this contract are (a) to develop a civic education curriculum for schools that is locally appropriate but grounded in lessons learned in effective civic education; and (b) to develop effective tools for assessment of learning outcomes of a civic education course.

Pact aims to procure the following services:

An analytical and methodological overview of civic education in the 21st century.
Design of a civic education curriculum for the primary and secondary education system, in coordination and cooperation with the Ministry of Education and Science of Ukraine, international donors, civil society organizations, and other relevant
stakeholders.
Supervision of curriculum piloting in five selected Ukrainian schools.

 Tasks:

  1. Conduct a review of current school curriculum to identify existing elements of civic education and those that need to be developed and added to the curriculum, integrated across subject areas, with a special focus on anti-corruption.
  2. In close cooperation with MOES and civic education stakeholders, develop the missing modules for a civic education curriculum for primary and secondary schools, education standards and resources for the curriculum, including videos and other instructional materials.
  3. Design a mechanism to evaluate progress of students exposed to the curriculum: pre- and post-tests on civic literacy.
  4. Conduct a methodology workshop for MOES and other civic education stakeholders to present the draft civic education curriculum, including standards and resources.
  5. In partnership with MOES and relevant Ukrainian civil society organizations, identify five (5) schools to pilot the curriculum.
  6. Conduct training seminars for school teachers on the civic education curriculum, including content, instructional materials and active-learning methodologies.
  7. Provide mentoring assistance to schools during the pilot stage.
  8. Revise the civic education curriculum according to input from the pilot schools and lessons learned.
  9. Prepare the final version of civic education curricular, for further introduction in 100 additional schools.
  10. Prepare an analytical report with the main findings and clear recommendations to stakeholders regarding civic education curriculum implementation in the Ukrainian educational system.

Deliverables:

  1. Written report analyzing the current state of civic education in schools, including an overview of existing elements of civic education in the Ukrainian primary and secondary curriculum, and those that need to be added to the curriculum.
  2. Conduct a workshop with stakeholders to introduce the draft curriculum and collect their feedback (in Ukrainian); provide a written report summarizing the workshop (in English).
  3. Civic education curriculum prepared, communicated to and approved by the Ministry of Education and Science of Ukraine (in English and Ukrainian).
  4. Instructional materials prepared for teachers to conduct the civic education curriculum.
  5. Methodology prepared for training teachers and training seminars conducted on the new civic education curriculum for teachers in five (5) pilot schools.
  6. Recommendations for improvement of Pact’s civic literacy test, based on the curriculum requirements (in English and Ukrainian) prepared, communicated to and approved by the Ministry of Education and Science of Ukraine (in English and Ukrainian).
  7. Analytic report with the main findings and recommendations to stakeholders regarding civic education curriculum prepared and submitted to MOES and Pact (in English and Ukrainian).

Pact seeks to obtain services of a university, organization or business based in the U.S., Canada or Europe.

 Qualification of the Contractor:

  • At least 5 years’ experience in primary/secondary civic education curriculum design in North America or Europe.
  • Experience in development of civic education courses for children aged 6-17 with its further incorporation into formal primary/secondary educational system in countries undergoing political transition (such as central or eastern Europe or the Balkans).
  • Experience in assisting schools during the pilot phase, including training teachers on the civic education curriculum and providing further practical advice to them.

The final design and timeline for all tasks will be agreed upon after final selection of the Contractor.

Deadline for proposal submission is May 30, 2017, 18:00. Submit proposals by e-mail to [email protected] with the subject: “RFP for Civic Education”.

Proposal must include:

  • Technical overview with proposed methodology, expected timeline, and previous experience of organization.
  • Composition of expert team and their CVs with relevant experience.
  • Budget with detailed figures.

Timeline:

All activities, including the production of the final report, are expected to start on August 1, 2017 and to be completed by July 31, 2018.

Important notices:

  • Proposals must be submitted in English.
  • Bidders will be notified of the status of their application in writing by e-mail.
  • Decisions are final and cannot be subject to reconsideration.
  • Submitted proposals cannot be returned or reviewed.

Pact has no obligation to provide clarifications to questions received after this date. Replies will be provided by May 19, 18:00. To ensure fairness and transparency of the selection process, Pact cannot give a prior opinion on proposals. No individual replies will be given to questions.
