Pact aims to procure the following services:
- An analytical and methodological overview of civic education in the 21st century.
Tasks:
- Conduct a review of current school curriculum to identify existing elements of civic education and those that need to be developed and added to the curriculum, integrated across subject areas, with a special focus on anti-corruption.
- In close cooperation with MOES and civic education stakeholders, develop the missing modules for a civic education curriculum for primary and secondary schools, education standards and resources for the curriculum, including videos and other instructional materials.
- Design a mechanism to evaluate progress of students exposed to the curriculum: pre- and post-tests on civic literacy.
- Conduct a methodology workshop for MOES and other civic education stakeholders to present the draft civic education curriculum, including standards and resources.
- In partnership with MOES and relevant Ukrainian civil society organizations, identify five (5) schools to pilot the curriculum.
- Conduct training seminars for school teachers on the civic education curriculum, including content, instructional materials and active-learning methodologies.
- Provide mentoring assistance to schools during the pilot stage.
- Revise the civic education curriculum according to input from the pilot schools and lessons learned.
- Prepare the final version of civic education curricular, for further introduction in 100 additional schools.
- Prepare an analytical report with the main findings and clear recommendations to stakeholders regarding civic education curriculum implementation in the Ukrainian educational system.
Deliverables:
- Written report analyzing the current state of civic education in schools, including an overview of existing elements of civic education in the Ukrainian primary and secondary curriculum, and those that need to be added to the curriculum.
- Conduct a workshop with stakeholders to introduce the draft curriculum and collect their feedback (in Ukrainian); provide a written report summarizing the workshop (in English).
- Civic education curriculum prepared, communicated to and approved by the Ministry of Education and Science of Ukraine (in English and Ukrainian).
- Instructional materials prepared for teachers to conduct the civic education curriculum.
- Methodology prepared for training teachers and training seminars conducted on the new civic education curriculum for teachers in five (5) pilot schools.
- Recommendations for improvement of Pact’s civic literacy test, based on the curriculum requirements (in English and Ukrainian) prepared, communicated to and approved by the Ministry of Education and Science of Ukraine (in English and Ukrainian).
- Analytic report with the main findings and recommendations to stakeholders regarding civic education curriculum prepared and submitted to MOES and Pact (in English and Ukrainian).
Pact seeks to obtain services of a university, organization or business based in the U.S., Canada or Europe.
Qualification of the Contractor:
- At least 5 years’ experience in primary/secondary civic education curriculum design in North America or Europe.
- Experience in development of civic education courses for children aged 6-17 with its further incorporation into formal primary/secondary educational system in countries undergoing political transition (such as central or eastern Europe or the Balkans).
- Experience in assisting schools during the pilot phase, including training teachers on the civic education curriculum and providing further practical advice to them.
The final design and timeline for all tasks will be agreed upon after final selection of the Contractor.

Proposal must include:
- Technical overview with proposed methodology, expected timeline, and previous experience of organization.
- Composition of expert team and their CVs with relevant experience.
- Budget with detailed figures.
Timeline:
All activities, including the production of the final report, are expected to start on August 1, 2017 and to be completed by July 31, 2018.
Important notices:
- Proposals must be submitted in English.
- Bidders will be notified of the status of their application in writing by e-mail.
- Decisions are final and cannot be subject to reconsideration.
- Submitted proposals cannot be returned or reviewed.
