Пакт шукає до п’яти консультантів/консультанток для проведення заходів із розвитку потенціалу, а саме Індекс продуктивності організацій (OPI), Інтегровану оцінку технічної та організаційної спроможності (ITOCA) та розробки планів дій щодо організаційних змін (CAP) для субгрантерів проєкту «Розбудова стійкої системи громадського здоров’я»

Background

Pact is seeking up to 5 consultants to conduct capacity development (CD) interventions, namely Organizational Performance Index (OPI), Integrated Technical & Organizational Capacity Assessment (ITOCA), and develop Change action plans (CAPs) for the CSO sub-grant recipients. It is expected that up to 25 non-governmental organizations (NGOs) will receive CD interventions within the upcoming 12 months.

The main purpose of consultancy/technical support 

• Conduct baseline OPI sessions for the CSO sub-grant recipients (July 1 – September 30, 2024)
• Conduct ITOCA and develop CAPs for CSO sub-grant recipients (October 1, 2024 – June 31, 2025).
• Support PHS R&R CSO sub-grant recipients in the use of CD tools (July 1, 2024 – May 31, 2025).
• Update programmatic data in Pact’s Capacity Solutions Platform (CSP) in coordination with the Capacity Development Officer (July 15, 2024 – June 31, 2025). 
• Conduct endline OPI sessions for CSO sub-grant recipients (March 2024 – April 2025).
• Participate in monthly coordination meetings run by the PHS R&R СD Officer. 

Deliverables  

1. Regular reports on OPI, ITOCA conducting, and CAPs development (on a monthly or by-monthly basis).
2. OPI and ITOCA data for each organization uploaded and updated on the CSP platform.
3. CAPs for the CSO sub-grant recipients developed. 

Competencies:

• Bachelor’s or master’s degree in social science, business, public management, public health, healthcare, or related areas
• Certification on using the CD tools and instruments.
• Relevant experience in capacity development including practical use of OPI, ITOCA instruments, and development of CAP.
• Sufficient technical capacity to conduct this type of research.

Selection Criteria

Demonstrated experience in capacity development including practical use of OPI, ITOCA instruments, and development of CAP – 30 points

Certification on using the CD tools and instruments – 30 points

Demonstrated technical capacity to conduct this type of research– 20 points

Price – 20 points

PERIOD OF PERFORMANCE: July 1, 2024 – June 31, 2025. 

The Level of Effort: is up to 40 days (for each consultant).
