Summary:

CRDF Global is seeking a long-term, agile, and highly efficient partnership with qualified experts, the local vendors specializing in career counseling services for targeted groups, as well as in the management and facilitation of job fair events. The selected partner will be expected to provide innovative, strategic solutions to enhance the employment process for program participants within the framework of the cyberveterans reintegration program 2025, while demonstrating flexibility and responsiveness to evolving project needs.

CRDF Global, with support from the Department of State’s Office of the Coordinator of U.S. Assistance to Europe and Eurasia, will deliver cyberveterans reintegration program «CyberDefender 2025» designed to provide cybersecurity skills to Ukrainian veterans. This program will equip qualified veterans with the tools they need to reenter the workforce and contribute to countering cyberspace threats. CRDF Global will develop an intensive reintegration training course tailored to the needs of the cybersecurity sector, preparing Ukrainian veterans to become cybersecurity professionals and assisting them with employment in both the Ukrainian government and/or private sector. The reintegration process will be supported through the development of cybersecurity-focused theoretical and practical skills, the provision of psychosocial support, mentoring and career counseling services, as well as peer-to-peer support to improve their social well-being and professional skills. The intensive training will also include English language. All program components will be designed to facilitate participants’ smooth entry or advancement into the cybersecurity and cyber defense sectors, accelerating their reintegration into civilian life.

Scope:

With financial and strategic support from the U.S. Department of State, CRDF Global is set to launch the four-month “CyberDefender 2025″ educational reintegration program. This initiative comprises cybersecurity-focused theoretical and practical courses, both online and offline, alongside psychosocial support, mentoring, career counseling services and English language training. The program is specifically designed for Ukrainian veterans, who are currently unemployed and are seeking career opportunities in the cybersecurity or IT sectors, whether within public or private institutions.

The successful implementation of the cyberveterans reintegration program will require the delivery of a comprehensive career counseling component, designed to equip program participants with the necessary tools to successfully secure employment. This includes assisting participants in designing or enhancing their CVs, motivation letters, and other essential job application documents. To ensure participants are well-prepared and confident during their job search and interviews, the Contractor will deliver a general presentation that covers CV development tips, key interview techniques, best practices, and lessons learned.

In addition to the group presentation, the Contractor will conduct individual consultations to each program participant to provide tailored guidance and support that aligns with each participant’s unique career goals and aspirations. Following these initial sessions, the Contractor will deliver ongoing, individualized career mentoring, offering continuous, personalized support throughout the program’s duration. This mentoring will include targeted advice and customized resources to address the evolving needs of each participant. By maintaining a consistent focus on individual progress and challenges, the Contractor will ensure participants remain on track, confident, and well-prepared to achieve their employment objectives.

A key highlight of the career counseling component will be the organization of a Job Fair, designed to attract employers from both the private and public sectors who are interested in hiring program participants. This event will include the development of a Job Fair structure and the workflow and the active engagement of Ukrainian governmental bodies and private sector companies from IT and cybersecurity to create and promote employment opportunities for veterans. To ensure the Job Fair’s success, the Contractor will oversee its seamless facilitation, fostering meaningful connections between participants and potential employers. Furthermore, throughout the program’s implementation, the Contractor will provide ongoing support and coordination of the employment process, ensuring participants have access to tailored resources and guidance as they transition into new professional opportunities.
