Since 1994, IFES has played a significant role in promoting electoral, administrative, and legal reform in Ukraine. In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women, representatives of national minorities and persons with disabilities.
IFES Ukraine is seeking a Senior Software Development Consultant, who will conduct technical assessments, prepare terms of reference for software development and update, provide market research, and support ongoing and future digital transformation and new technology initiatives under the cybersecurity and elections digital transformation component.
MAIN DUTIES AND RESPONSIBILITIES:
- Strategize and provide technical guidance to IFES Ukraine on digital transformation and new technology initiatives for program development, planning and implementation purposes;
- Review and analyze existing legislation on development ICT tools and software, strategies, technical requirements, terms of reference and other documents envisaging electoral digital transformation in Ukraine;
- Analyze, support and lead the planning related to the digital transformation of election operations with the CEC Secretariat and State Voters Register (SVR);
- Author, envision and innovate technical requirements for software, including market researches of existing vendors and technical solutions in close cooperation with CEC Secretariat and SRV, vendors and stakeholders and review technical requirements for software, including market researches of existing vendors and technical solutions in close cooperation with CEC Secretariat and SRV, vendors and stakeholders;
- Participate in meetings with CEC Secretariat, SRV, and relevant electoral stakeholders.
- Cultivate assessments of business processes and operations of NACP, public e-services (upon IFES request);
- Liaise with key stakeholders.

EDUCATION and QUALIFICATIONS
- At least Bachelor’s degree in Computer Science, Mathematics, Engineering, Information Technology, Information Security, or other related field but Master’s degree preferred;
- Minimum of 9 years of relevant work experience in the sphere of software development, including project development and implementation management, as well as information, telecommunication and analytical system developing and implementation;
- Professional experience for at least 5 years as project manager, software architect or DevOps in development IT tools and software for public authorities;
- Demonstrated ability to develop and execute business processes analysis, preparation of technical and techno-commercial proposals, tender documentation, and business plans;
- Excellent knowledge of working with different operational platforms (such as IBM AIX, MS Windows, etc.) and programming languages and databases (SQL, SAP HANA, C#, ASP.Net);
- Professional experience of working with international organizations and technical assistance programs is an asset.
LANGUAGE SKILLS: Fluency in English and Ukrainian languages is required.
TRAVEL: Travel may be required.
