1. Background
Women-Led Organizations (WLOs) in Ukraine are critical in responding to the country’s ongoing crisis, delivering services, and supporting communities. However, many face challenges in Monitoring, Evaluation, Accountability, and Learning (MEAL) due to gaps in data management and technical skills such as using Excel for tracking and reporting.
This training is designed to enhance the capacity of WLO staff in data management tools, enabling them to efficiently monitor projects, analyze data, and report to donors using essential tools like Excel.
2. Objectives
The training aims to equip 25 participants from WLOs in Ukraine with essential skills in data management and MEAL, with a specific focus on Excel. The objectives are to:
- Strengthen the understanding and application of data management tools
- Build proficiency in Excel for managing and analyzing project data.
- Develop practical skills in data entry, organization, and analysis.
- Enable participants to create data-driven reports for donors and stakeholders.
3. Scope of Work
We are seeking a qualified service provider to deliver a comprehensive online training program covering:
- Excel Basics & Advanced Functions: Introduction to Excel for beginners and more advanced users, including formulas, pivot tables, and charts.
- Data Entry & Management: Proper techniques for data entry, cleaning, and organization.
- Tracking MEAL Indicators: How to use Excel to track project progress, including key performance indicators (KPIs).
- Data Analysis: Using Excel for basic analysis, generating summaries, and visualizing data.
- Practical Exercises & Homework: Assignments for participants to apply skills learned and receive feedback.
The training will include post-training supervision to support participants in implementing what they’ve learned in their day-to-day data management and reporting tasks.

4. Expected Deliverables
- Training Plan & Curriculum: Detailed outline of sessions, topics, and timeline.
- Training Sessions: online program that includes interactive and practical components.
- Excel Tools & Templates: Provide templates and tools for data management, analysis, and reporting.
- Learning Materials: Materials translated into Ukrainian to ensure accessibility, with simultaneous translation provided by HIAS during live sessions.
- Post-Training Support: Continued supervision to help participants with real-world application of Excel skills and MEAL practices.
5. Target Audience
The target audience consists of 25 staff members WLOs in Ukraine, particularly those involved in project monitoring, data collection, and donor reporting.
6. Qualifications of Service Provider
- Demonstrated experience in delivering data management training and Excel training for organizations.
- Expertise in data management and analysis in the context of humanitarian or development projects.
- Ability to deliver online training with interactive components.
- HIAS will provide simultaneous translation during the training and translate all learning materials into Ukrainian.
7. Submission Requirements

- Detailed training proposal and timeline.
- Cost breakdown, including all fees and materials (total budget not exceeding $7,000).
- Relevant experience and previous performance in similar training programs.
- Profiles of trainers and their qualifications.
8. Selection Criteria
Proposals will be evaluated based on the following criteria:
- Technical expertise in data management training.
- Experience in Excel training for data management and analysis.
- Cost-effectiveness (within the budget of $7,000).
- Previous experience in training WLOs or local NGOs in crisis settings.
- Ability to provide ongoing post-training support.
- Experience working with international NGOs during emergencies.
