DAI, the implementer of the USAID-funded Governance and Local Accountability (HOVERLA) Activity based in Kyiv, Ukraine. HOVERLA is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities. The Activity has three objectives:
Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
Objective 2: More self-reliant subnational governance
Objective 3: Citizens play an increasingly influential role in local governance processes
HOVERLA seeks a Service Provider to conduct the comprehensive ICT Audit for the current 25 selected CTCs and the additional 40 CTCs which will be selected in January 2022. Under the framework of this Scope of Work (SoW), VENDOR the selected VENDOR will conduct the ICT audit. ICT baseline data will offer possibility to measure the project impact on a continuous basis, including evaluation of the progress in changes, clarifying situation with the digital transformation, and planning project activities in a due manner and use the database and dashboards in decision making processes.

On December 14, 2021 at 2-3:30 pm Kyiv Time HOVERLA will hold a Pre-Proposal VIRTUAL Bidders Conference where interested offerors may ask questions and obtain detailed information about this RFP. Please register using this link by December 13, 2021, 5 PM, Kyiv time.
