The assignment’s goal is to audit the Ukrainian national and civic identity sphere by obtaining, processing, and analysing reliable data regarding the state, main issues, and prospects in this area. The results of the audit will be used in the development of strategic documents for this sphere, particularly in the Strategy for the establishment of Ukrainian national and civil identity, which will be approved by the Cabinet of Ministers of Ukraine, as specified in the Law of Ukraine “On the main principles of state policy in the sphere of the establishment of Ukrainian national and civil identity” No. 2834-IX dd. 01.01.2023.
This audit will examine various dimensions, including the effectiveness of existing policies and strategies, the inclusiveness of governance mechanisms, governmental bodies, legal entities, and NGOs involved in the formation of national and civic identity. The audit will also explore opportunities to enhance public participation, promote intercultural dialogue, and reinforce democratic values as integral components of Ukrainian national and civic identity.
By conducting this audit, UNDP seeks to provide valuable insights and recommendations to strengthen the strategic documents and processes related to national and civic identity in Ukraine. The findings and recommendations from the audit will contribute to developing a more inclusive and efficient Strategy for establishing Ukrainian national and civil identity, promoting a sense of unity and shared values among all citizens.
The contractor will promote UNDP’s mandate as a gender-responsive organisation with zero tolerance for any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation, and abuse.
SCOPE OF WORK AND EXPECTED OUTPUTS
The Contractor will be responsible for conducting an audit of the Ukrainian national and civil identity. The assignment consists of 2 main parts: 1) Analysis of the Ukrainian identity senses; 2) Operational audit of the sphere.
Within the scope of the Ukrainian identity audit, the following tasks will be conducted:
- Analysis of the Ukrainian identity senses
- Operational audit of the sphere
- Detailed analysis of international practices for conducting research in the area of national and civic identity including cultural anthropology, political science, cultural theory, sociology, sociolinguistics, psychology, psycholinguistics, media, content analysis, etc.) to form a methodology for studying multiple identities, their interaction, meanings, and narratives of Ukrainian national and civic identity.
- Detailed analysis of discussions, seminars, sociological research, publications related to Ukrainian identity topics (Aspen seminars, Ministry of Culture and Information Policy seminars, Ukrainian foundations, public lectures, and speeches by scholars and public intellectuals etc.), publications of the Ukrainian Institute of National Memory, the Maidan Museum, and others. Classification of the main narratives of Ukrainian identity based on these materials.
- Content analysis of public opinion leaders’ statements in 2022-2023, constructing a map of narratives (conflicting, neutral, integrative).
- Map creation of integrative, neutral, and conflicting narratives describing Ukrainian national and civic identity.
- Detailed analysis of narratives in existing normative documents at all levels (for example, the Law ” On the main principles of state policy in the sphere of the establishment of Ukrainian national and civil identity,” National program “On the approval of the State Targeted Social Programme of National Patriotic Education to 2025 and amendments to certain Cabinet of Ministers resolutions,” Regulations on the All-Ukrainian Children and Youth Military-Patriotic Game “Sokil” (“Dzhura”), regional programs related to identity, etc.).
- Systematic analysis of Ukrainian and international scientific publications in political science, cultural anthropology, language and culture, and national and civic identity. Formulation of conclusions about prevailing scientific approaches and main hypotheses on factors influencing identity formation and strengthening/decline.
- Analysis of international practices for conducting research in the area.
- Preparation of the comprehensive overview of the state and regional programs budgets, expenditures on the organizations activities based on the collected information which will be provided by UNDP;
- Calculation of the workload per employee, comparison of the workload per employee, and the effectiveness of one employee among organizations working in the identity sphere. Detailed analysis of the salary system, bonuses, and allowances in different organizations. Analysis of the employee motivation system. Conclusion regarding the effectiveness/ineffectiveness of the existing motivation system.
- Preparation of the comprehensive overview of the personnel in stakeholder organizations with the expected level of qualification as well as their effectiveness, based on the results of collected data and preliminary analysis and data which will be provided by UNDP.
- Preparation of the comprehensive overview of the required equipment, material, and technical resources depending on the target business processes and KPIs of the stakeholders working in the field of national identity based on the results of collected data and preliminary analysis and data which will be provided by UNDP.
- Audit of information resources. Development of a summary report on the effectiveness of information presence of institutions involved in the formation of national and civic identity, the percentage of the target audience reached, message accuracy, memorability, etc.
- Communication with stakeholders.
Upon completion of the audit, an analytical report will be created with a detailed description of the research methodology and the obtained results, including references to all used sources and incorporation of analytical information in tables, diagrams, graphs, etc. The report’s volume will be no less than 30 pages. The analytical report will include national and civic identity policy recommendations for government bodies and state institutions.

REQUIREMENTS FOR MONITORING/REPORTING
The Contractor shall report to the Civil Society and Youth Project Coordinator.
UNDP will be the ultimate authority to control the quality of work results and assess the Contractor’s performance during the assignment. The Contractor shall comply with the quality assurance system of UNDP, and provide the necessary information, reports and statistics according to a preliminary determined schedule or as soon as possible (within a reasonable period of time).
All reports and studies shall be transmitted to UNDP electronically, in English and/or Ukrainian.
EXPERIENCE AND QUALIFICATION REQUIREMENTS
- Contractor requirements (team/consortium/expert group):
Officially registered Company / Organization with a valid registration (for Ukrainian companies – a company should be registered on the territory controlled by the government of Ukraine) with:
- Minimum 3 (three) years of experience in conducting sociological research, content analysis, audits/ analysis of government policies at the national level.
- At least 3 (three) surveys/audits/research conducted on issues related to government youth and cultural policies (for instance, preservation of cultural and historical heritage, national memory policy, youth participation) (list of publications with web-links for verification or downloading or separate documents attached to the proposal in Ukrainian or English), with at least one of them in 2022, following the best practices of data protection and strict confidentiality arrangements, including through remote means of data collection,
- Minimum 2 (two) positive reference letters on similar to these Terms of Reference projects from previous Clients/Customers.
- Proposed team should consist of both women and men (at least 30 % of the team are women, but not more than 70 % would be considered an asset).
- Availability of human resources that will ensure due quality and timely implementation of the contract. Project team proposed for conducting this audit should include at least:
- Project manager:
- At least 5 (five) years of experience in sociological research, content analysis, audits/ analysis of government policies at the national level (for instance, preservation of cultural and historical heritage, national memory policy, youth participation).
- At least 3 (three) years of experience in management of complex surveys, audits and assessments.
- At least 3 (three) examples/samples/overview of analytical reports where the candidate was an author or a co-author (to be submitted as the links or separate documents attached to the proposal).
- At least Bachelor’s degree in social sciences, statistics, management, mathematics, or related fields.
- Minimum required: fluency in Ukrainian (including proficiency for reporting). Working knowledge of English is an advantage. (To be clearly specified in CV and confirmed by the relevant examples/samples of the documents provided for the experience criteria or by certificate, if available).
- Three (3) Business analysts:
- At least 2 (two) years of experience in developing analytical documents, on government policies at the national level (for instance, preservation of cultural and historical heritage, national memory policy, youth participation).
- Proven personal participation in conducting at least 3 (three) sociological research, content analysis, audits/ analysis of government policies (examples/samples/overview to be submitted as the links or separate documents attached to the proposal).
- At least Bachelor’s degree in social sciences, statistics, sociology, or related fields.
- Minimum required: fluency in Ukrainian (including proficiency for reporting). Working knowledge of English is an advantage. (To be clearly specified in CV and confirmed by the relevant examples/samples of the documents provided for the experience criteria or by certificate, if available).
- Content analyst:
- At least 3 (three) years of experience in content analysis.
2.Proven personal participation in conducting at least 3 (three) sociological research, content analysis on the national level (examples/samples/overview to be submitted as the links or separate documents attached to the proposal).
- 3. At least Bachelor’s degree in a relevant field such as journalism, communications, marketing, statistics, mathematics, or a related discipline.
- 4. Minimum required: fluency in Ukrainian (including proficiency for reporting). Working knowledge of English is an advantage. (To be clearly specified in CV and confirmed by the relevant examples/samples of the documents provided for the experience criteria or by certificate, if available).
- At least 3 (three) years of experience in financial analysis.
- Proven personal participation in conducting at least 3 (three) financial analysis of government bodies, civil society organizations (examples/samples/overview to be submitted as the links in CV or separate documents attached to the proposal).
- At least Bachelor’s degree in a relevant field such finance, accounting, economics, or related field.
- Minimum required: fluency in Ukrainian (including proficiency for reporting). Working knowledge of English is an advantage. (To be clearly specified in CV and confirmed by the relevant examples/samples of the documents provided for the experience criteria or by certificate, if available).
