The Political Economy Assessment of State-Owned Banks, USAID Financial Sector Transformation Project / Проект USAID Трансформація фінансового сектору

The USAID funded Financial Sector Transformation – FST aims to increase public confidence in, understanding of, and use of the banking system; transform the non-bank financial sector regulatory environment, including the Ukrainian capital markets; increase access to finance for small businesses and financial inclusion; expand financial inclusion through enhanced digital finance; and support a balanced and sustainable pension system.

DAI, implementer of the USAID-funded Financial Sector Transformation (FST) Activity in Ukraine, invites qualified vendors to submit proposals to conduct a political economy analysis (PEA) of state-owned banks (SOBs) and their impact on the financial system. The PEA will analyze the political-economic actors and interests engaged in the operation of SOBs, and examine those actors and interests that could hamper reform efforts, or alternatively, accelerate implementation of reform (competition, privatization, improved governance).

The deadline for the receipt of all questions is 6:00 pm local time Kyiv, Ukraine on July 13, 2018 to [email protected]. All questions received will be compiled and answers will be distributed to the bidders via email.

The deadline for the receipt of proposals is 6:00 pm local time Kyiv, Ukraine on July 20, 2018 to [email protected].

Issuance of this RFP in no way obligates DAI to award a subcontract or purchase order and Offerors will not be reimbursed for any costs associated with the preparation of their bid.
