Call for proposals “PAH Localization”

Humanitarian assistance with early recovery elements

For

Local NGOs in Ukraine

І. Introduction:

Polish Humanitarian Action as non-governmental humanitarian organization has been working in Ukraine since 2014 to support affected population with their humanitarian needs. PAH`s main priority is to cover people’s basic needs in different areas such as Food security, Protection, WASH, NFI and Shelter. In 2024, PAH continues working with humanitarian interventions to support war-affected families and communities with their humanitarian needs. At the same time, PAH Ukrainian Mission actively works on starting and piloting projects with early recovery elements. Therefore, as a part of this process, PAH invites local NGOs to join this initiative in partnership with PAH. For 2024 PAH allocates available funding for piloting humanitarian projects with early recovery elements led by the initiative of local NGOs working in the humanitarian sector.

ІІ. The main requirement for partners:

The purpose of this open call is to invite eligible Ukrainian local organizations to submit a project that would be supported by PAH with funds and resources under this initiative. Organizations that wish to participate in this open call are requested to submit their application to the email ([email protected]) before the closing of business on April 10, 2024. The application should be submitted in English and contain:

• Concept Note of the project Annex 1. (not more than 10 pages) (mandatory)
• Budget of the project Annex 2. (mandatory)
• Work plan Annex 3. (mandatory)
• Needs assessment report for the proposed project in your organization’s template (mandatory)
• NGO strategy documents or summary in your organization’s template (mandatory)
• Available policies and/or standard operational plans that show the organization’s capacity and regulations (optionally)
• Proof of access to one or more of the oblasts mentioned in open call guide document.

ІІІ. Eligibility and Exclusion Criteria:

The selection of a partner is a competitive process and will be based on the below criteria:

• The organization should be a local organization registered in Ukraine;
• Non-governmental and humanitarian organization;
• The organization should have an active bank account at the time of application;
• Documented experience in accessing the proposed areas and owning previous activities there;
• Set of policies and/or standard operational procedures that are implemented in organization;
• Organization has a clear vision of increasing and populating proposed project.

The following submission will be excluded from the selection process:

• are not sent before the specified deadline;
• do not include all required documents duly completed or do not comply with specifications set in this Call for proposals;
• are not submitted in English 

IV. Selection Process:

The submissions are assessed by the Partnership Review Committee in consultation with technical specialists, using criteria outlined before. Only the submissions which comply with the requirements of the mandatory eligibility and exclusion criteria will be eligible for further evaluation. It should be noted that participation in this call for proposals, does not guarantee that the organization will be ultimately selected for a partnership agreement with PAH.

PAH may not be able to provide feedback during or after the end of the process for the organizations that planned to submit applications. PAH will contact the selected partner and sign a partnership agreement to implement the project jointly. The partner shall comply with all of PAH’s and the donor’s requirements as well as enable PAH to access information and sites to allow monitoring of the activities and their alignment with the humanitarian principles.

For this EoI, PAH will prioritize the following:

• Experience of working with similar projects/areas/activities as the proposed idea
• Experience working in the geographical areas where project activities are proposed
• Experience cooperating with INGO or UN
• Needs assessment findings are evidence-based
• Project that has innovation in a proposed area
• Project that has early recovery elements
• NGOs with clear and understandable strategy or plan for organizational development
• NGOs working with FSL, WASH, Protection and MHPSS, Shelter/NFI, Education clusters (one or more than one)

 V. Q&A session:

For potential applicants, PAH will conduct Q&A session on 19 March from 11:00 to 12:00 (Kyiv time) in Ukrainian. The goal of this session is to respond and clarify potential questions that might be raised by applicants during proposal development process. This online meeting will be organized in MS Teams platform. During the meeting, priority would be given to the questions submitted via KoBo form.

Timeline of the Q&A session:

Kobo Form for asking the questions will be available until 17.03.2024. The questions sent after the date will not be considered.
