(PactInc.), виконавець в Україні проекту міжнародної технічної допомоги “Програма сприяння громадській активності “Долучайся!” (ENGAGE), що фінансується Агентством США з міжнародного розвитку (USAID), оголошує конкурс пропозицій на надання консультаційних послуг з використання новітніх інформаційних технологій в діяльності ОСГ (далі – англ.).

 

Request for Proposals – ICT Consultant Agencies

This Request for Proposals (RFP) is a part of the USAID/ENGAGE Activity to Enhance Non-Governmental Actors and Grassroots Engagement. The purpose of USAID/ENGAGE is to increase citizen awareness of and engagement in civic activities at the national, sub-national and local level.

Background

Since 2008, Pact has been implementing USAID’s civil society programs in Ukraine, including the USAID/ENGAGE activity, which was launched in October 2016 (www.facebook.com/usaidengage). Among ENGAGE’s main objectives are to improve organizational capacity of partner CSOs and, consequently, to develop local capacity to ensure long-term, sustainable civic engagement in democratic reforms.

To achieve this goal, ENGAGE provides capacity support to national, regional and local level partner CSOs and coalitions with an emphasis on constituency building, outreach and communication, organizational development, and targeted leadership skill development.

Social media and new information communication technologies (ICT) have become a valuable tool for information sharing and constituency outreach. Pact is committed to providing technical assistance to Ukrainian NGOs so that they can improve their usage of ICT tools and, as a result, expand their constituencies. Pact works with organizations and coalitions that champion reforms towards greater transparency and accountability in Ukraine.

ENGAGE aims to build on the work of existing, well-known online platforms with existing viewer base.  As well, ENGAGE will introduce the use of modern ICT for CSOs’ daily use. Pact will provide training, coaching, and TA in ICT use, including data management, mobile data collection, data mining, and geospatial mapping.

Pact seeks to procure the services of one or more consultants to provide ICT technical input to Ukrainian NGOs to develop ICT tools that will allow better campaigning, use of open data and policy analysis to make government more accountable and transparent. Pact seeks to obtain services of a business.

The purpose of this contract is to increase CSOs’ use of ICT to share information and engage constituents.

The objective of the contract is to provide technical input to ENGAGE’s CSO partners in ICT tool development by:

  • reviewing and assessing their current activities;
  • providing initial recommendations for their improvement; and
  • working individually with organizations to design and develop ICT tools in their ENGAGE-supported work.

Tasks:

  1. Conduct preliminary assessments of target CSOs. Target CSO list will be provided by Pact.
  2. Conduct in-depth assessments of participants’ ICT skills and usage in projects.
  3. In consultation with Pact and its CSO partners, prepare actionable recommendation to develop ICT tools and products. Each participating CSO should receive tailored recommendations to meet each organization’s needs.
  4. Design and develop new ICT tools for each participating organization.
  5. Conduct individualized consultations with and training representatives of participation CSOs on everyday use of the new tool.
  6. Report on the assignment that will include summary of the activities conducted, observations during the process (challenges, lessons learned), recommendations for further strengthening of the ICT use of participating CSOs.

Deliverables:

  1. Recommendations to each organization on how they can improve the use of technologies in their work.
  2. Report after each visit to organization.
  3. Individual action plan for each participating organization on how to incorporate the recommendations and improve ICT usage in their activities.
  4. New ICT tools developed.
  5. CSO partner staff trained in the everyday use of the new ICT tool.

Required Qualifications:

  • Ukrainian ICT developer, or branch of international ICT development group, legally registered in Ukraine.
  • Knowledge of state-of-the-art CSO ICT methodologies and tools.
  • Experience in data base development to international clients.
  • Understanding the strategic use of ICT in citizen activism and mobilization.
  • Experience with U.S. clients.
  • Experience in assisting strategic decisions of international donors.

Proposals must include:

  • Technical overview with proposed methodology, draft workplan, expected timeline
  • Successful ICT project references.
  • Composition of technical team and their CVs with relevant experience.
  • Cost proposal with detailed figures. Maximum billable LOE: 80 days. Daily rate: should not exceed the USG maximum consultant daily rate, and to be accompanied by supporting documentation. The budget form is downloadable from http://bit.ly/RFPsSupportingDocuments.

Evaluation criteria:

Each proposal will be evaluated based on the following criteria:

  • Knowledge of state-of-the-art CSO ICT methodologies and tools. (10 points)
  • Experience in database development to international clients. (10 points)
  • Understanding the strategic use of ICT in citizen activism and mobilization. (45 points)
  • Project references. (10 points)
  • Reasonableness of the cost proposal. (25 points)

Timeline:

Activities are expected to start in February 2018 and to be completed by February 2019. Pact intends to sign one contract for a period of 12 months, with the possibility of extension.

Important Notices:

  • Proposals must be submitted in English.
  • Only proposals meeting the required eligibility qualifications will be submitted for review.
  • Bidders will be notified of the status of their proposal in writing by e-mail.
  • Decisions are final and cannot be subject to reconsideration.
  • Submitted proposals cannot be returned or reviewed.

Schedule and Logistics:

The vendor will be responsible for managing, organizing and overseeing all events, briefings, and travel arrangements.

Deadline for proposal submission is February 09, 2018, 2017, 12:00. Submit proposals by e-mail to [email protected] with the subject: “RFP for ICT.”

Questions:

Questions regarding this RFP may be sent to [email protected] no later than January 30, 2018, 17:00, with the subject: “Questions re: RFP for ICT.” Pact has no obligation to provide clarifications to questions received after this date. Replies will be provided by February 02, 2018, 2018. To ensure fairness and transparency of the selection process, Pact cannot give a prior opinion on proposals. No individual replies will be given to questions. All questions and answers as well as other important notices during the selection process will be sent to all bidders who submitted questions, as appropriate, and announced on USAID/ENGAGE Facebook page www.facebook.com/usaidengage.
