Request for information (RFI)

  1. Background

The purpose of the USAID Furthering Health Reform and Recovery Activity project (FHR) is to Improve the Health System’s Accountability, Efficiency and Transparency in Ukraine to Optimize the Use of Scarce Resources, Provide Equitable Access to Quality Services and Expand Universal Health Coverage to Meet the New and Emerging Health Needs for Ukrainians During and Following the War – and is encompassed in five objectives:

  • Objective 1: Strengthen sustainable financing and governance of healthcare to support health reform and recovery.
  • Objective 2: Improve health workforce capacity for accountable provision of quality healthcare.
  • Objective 3: Expand reach and capacities of digital health platforms and tools driving transparency and accountability.
  • Objective 4: Strengthen public support for health reforms aimed at transparency, efficiency, and accountability.
  • Objective 5: Restore health services and reconnect people to care.

Reduction of corruption is the overarching objective cutting across all the five Objectives. FHR will advance the USAID/Ukraine Mission strategic objective of Reducing Corruption in Targeted Sectors by supporting the refinement and implementation of national healthcare reforms and helping to institutionalize improved accountability and efficiency mechanisms in the health system.

  1. Summary

This is a Request for Information only to identify sources that can provide office spaces to accommodate local project staff on the USAID Furthering Health Reform and Recovery Activity project (FHR).

The list of office space requirements:

  1. Location:
  • Kyiv city center location, within a 5–7-minute walking distance to the metro (preferably access to two metro lines).
  • Easy access to public transport and major roads.
  1. Size and Layout:
  • Sufficient square footage to accommodate current and future needs (at least 500 sq meters).
  • Flexible floor plan with designated workspaces, conference rooms (at least 3 conference rooms, one of them should be 40-45 sq m), and common areas.
  1. Shelter:
  • Designated shelter within the building compliant with local safety regulations.
  • Shelter equipped with essential supplies (water, first-aid kits, etc.).
  1. Security:
  • On-site security 24/7 with surveillance cameras and access control.
  • Security guard stationed at the ground floor for additional monitoring.
  • Card access system for building entry and front door management to ensure controlled access.
  1. Building Amenities:
  • The premises need to be in a good state and available for use. They must not currently be under construction or renovation.
  • Elevators, backup power, and climate control systems in case of emergencies.
  • Generator to maintain office functionality during power outages.
  • Restrooms separated as part of the leased office amenities. Must be on the same floor as the office space.
  • Built-in kitchen for staff use.
  • Windows must provide enough natural light, should have shatter-resistant film.
  1. Compliance and Safety:
  • Full compliance with local building codes and regulations, including fire safety.
  • Regular building inspections and certifications for safety and occupancy.
  1. Lease Terms:
  • Clear, transparent lease terms with options for renewal or extension.
  • Willingness to sign 5-year lease.
  • Ability to adjust space, as necessary.
  1. Parking and Accessibility:
  • Parking spots included in the lease for at least 1 car.
  1. Technology Infrastructure:
  • Office space wired for internet access.
  • High-speed internet access, that work during power outages when the generator is in use.
  • Backup power supply to ensure business continuity.

        10. Make-Ready Costs:

  • Minimum make-ready costs to prepare the space for occupancy, with clear and detailed cost breakdowns provided.
  1. Requested Information

The requested information should be submitted to [email protected] before the COB, January 3rd, 2025, and should include:

  • Company’s registration and taxpayer documents
  • Letter of interest
  1. Qualification
  • Be officially registered entity in Ukraine and not subject to any sanctions or similar restrictions.
  • For VAT payers – possibility to provide VAT exemption.
