Request for Proposal (RFP) for Social Experiment

BACKGROUND

Pact is an International NGO with offices throughout the world with a mission to enable systematic solutions that allow those who are poor and marginalized to earn a dignified living, be healthy and take part in the benefits that nature provides. Pact accomplishes this by strengthening local capacity, forging effective governance systems and transforming markets into a force for development.

Pact seeks a service provider to assist in building more effective civic education and engagement in Ukraine, and to strengthen coordination around and improve the overall quality of citizen awareness, advocacy, and oversight of reform processes by conducting a study focused on civic awareness and engagement.

The service provider is expected to conduct research with an experimental design to study factors that impact civic engagement behavior. The service provider should be a university-affiliated service provider with proven experience in conducting high-level scientific research.

1. Place of Performance

All services required under this solicitation will be performed in Ukraine

2. Period of Performance

All goods and services required under this solicitation will be delivered from May 2020 and will conclude by December 2020, where the duration of the study will be May 2020-November 2020.

3. Scope of Work

To conduct an experimental study and produce a report that describes the experimental methodology, findings, and recommendations for further program activities. The study should include a literature review, to be submitted prior to the completion of the final report, in accordance with the timeline. 

4. Submission Instructions

Electronic submissions must be received at the address specified below by March 25, 2020. 

Submissions must be forwarded in electronic format only (either PDF or Microsoft Word and Excel) to [email protected]. Offeror’s proposals should not contain any unnecessary promotional material or elaborate presentation formats (black and white is preferred). Offerors must not submit zipped files. The technical proposal and cost proposal must be kept separate from each other.  Those pages requiring original manual signatures should be scanned and sent in PDF format as an email attachment. Please indicate “RFP P4767-2020-02 Social Experiment” in the e-mail subject line.
