Завершення розробки бек-ендової частини інструменту з управління сталістю бізнесу та доопрацювання онлайн програми Agri: Бізнес план

Федеральне міністерство економічного співробітництва та розвитку Німеччини (BMZ) доручило German Sparkassenstiftung for International Cooperation (German Sparkassenstiftung або “DSIK”) реалізацію орієнтованого етапу проєкту «Сприяння сільському фінансуванню для сталого розвитку ММП на Південному Кавказі та в Україні» («Проєкт»).

German Sparkassenstiftung прагне покращити доступ до фінансових послуг у сільській місцевості та їх використання для мікро-, малих і середніх компаній (ММСП). Таким чином, головною метою проєкту є покращення доступу ММСП у сільській місцевості до орієнтованого на майбутнє сталого ринку фінансових послуг та збільшення використання стабільних фінансових послуг, що керуються попитом, що сприяє соціально-екологічним перетворенням у країнах проєкту.

Українська організація-партнер ТОВ Агріаналітика і DSIK розробили набір онлайн-інструментів для малих фермерів, які допомагають їм використати наявні знання про ризики, пов’язані з агробізнесом, розвинути розуміння найкращих практик управління ризиками та зрозуміти загальний процес бізнес планування розвитку, а також планування сталості бізнесу.

На початку 2023 року було розроблено модуль business continuity management (BCM) за підтримки German Sparkassenstiftung for International Cooperation (German Sparkassenstiftung або “DSIK”). Після цього було зібрано та проаналізовано відгуки щодо досвіду та потреб фермерів, так і щодо потреб фінансових установ в оцінюванні фермерів на предмет бізнесових та кредитних ризиків. На основі цих відгуків, а також базуючись на експертному аналізі досвіду неупередженого користувача програми, також проведеного за підтримки DSIK обгрунтовано план подальшого розвитку системи онлайн бізнес-планування та автоматизованого аналізу фермера, відповідно до якого пропонується такий обсяг робіт:

Project: “Socio-Ecological Transformation of the Rural MSME Sector and Sustainable Financial Services in Armenia, Georgia, Tajikistan, and Ukraine”

1. Background Information

The German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned German Sparkassenstiftung for International Cooperation (German Sparkassenstiftung or “DSIK”) with the implementation of the orientation phase of the project “Socio-Ecological Transformation of the Rural MSME Sector and Sustainable Financial Services in Armenia, Georgia, Tajikistan, and Ukraine” (“Project”).

German Sparkassenstiftung aims to improve access to and use of financial services in rural areas for micro, small, and medium-sized companies (“MSME”). The project thus has the main objective to improve the access for rural MSME to a future-oriented, sustainable financial services market and to increase the use of demand-driven and sustainable financial services, which contribute to a socio-ecological transformation in the project countries.

2. The Assignment

DSIK and its Ukrainian partner organization AgriAnalytica have developed a set of online-tools for smallholder farmers that helps them to draw out their existing knowledge on agri-business related risks, develop an understanding of best practices in risk management and to understand general business development planning as well as business continuity planning.

In early 2023, a business continuity management (BCM) module was developed with the support of the German Sparkassenstiftung for International Cooperation (German Sparkassenstiftung or “DSIK”). After which feedbacks on farmers’ needs and experience as well as on the needs of financial institutions in assessing farmers for business and credit risks were collected and analyzed. Based on these feedbacks, as well as based on the expert analysis of the experience of an unbiased user of the program, also conducted with the support of DSIK, a plan for the further development of the online business planning system and automated credit analysis of the farmer is substantiated, according to which the following scope of work is proposed:

In total, the assignment will encompass up to 80 expert days.

       3.Deliverables

• BCM tool with completed working backend part available online for the users.
• AGRI: Business plan online program is refurbished and available online for the users.

       4. Reporting officer and primary contact 

The contractor will cooperate closely with and be responsible to the Head of Representative office of DSIK in Ukraine.

       5. Logistics

The assignment is to be conducted fully online as desk work and does not include a country visit. Meetings and appointments with partners as well as interpretation / translation support will be organised by the DSIK country office.
