Deloitte is seeking qualified candidates for the open position of Consultant on the enhancing capacity of PHC providers and local communities to provide palliative care in Ukraine in support of the USAID Health Reform Support project. 

Period of Performance: November, 2023 – September 30, 2024.
Level of Effort (LOE): 155 days.

Project Description:

The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based healthcare services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability, and responsiveness of the health care system.
  5. Improve the service delivery system at all levels.

Position Summary:

The Consultant will provide short-term technical assistance for enhancing the capacity of PHC providers and local communities to provide palliative care in Ukraine.

Responsibilities:

  • The Consultant is expected to join the activity to Enhance capacity of PHC providers and local communities to provide palliative care in accordance with MOH order #504 to patients by enhancing skills, resources/equipment, and coordination role, and will work on the following matters:
  • Contribute to development of the concept note on assessment (Activity 5.4) implementation, that will be coordinated by the USAID Health Reform Support (USAID HRS).
  • Participate in secondary data analysis to estimate the need in palliative care in Ukraine by providing consultations on updating methodology of need estimation.
  • Provide expert feedback to USAID HRS during selection of PHC Centers for the activity in focal regions.
  • Participate in development of SOW / RFA for selection of a grantee to build capacity of PHC providers.
  • Development of TOT (training for trainers) curriculum on provision of palliative care at the PHC level.
  • Participate in selection of participants of the TOT (requirements, selection criteria, etc.).
  • Deliver TOT (series of trainings for future trainers on palliative care at PHC level).
  • Consult on selection of about 700 health professionals from PHC Centers for trainings on palliative care (including assessment of current skill sets and needs for professional development).
  • Deliver trainings for PHC Centers in palliative care (if the number of prepared trainers would not be enough to cover the need).
  • Oversee trainings for PHC Centers and participate in assessment of their effectiveness.
  • Participate in analysis of needs in equipment and disposables for PHC Centers for palliative care provision.
  • Participate in the development of PHC coordination role and interdisciplinary local coordination mechanism.
  • Contribute to the development concept note on model of palliative care delivery at PHC level.
  • Conduct on-site visits to healthcare facilities and their structural divisions to monitor the implementation of activity and report the progress to USAID HRS.
  • Participate in analysis of effectiveness of the activity.
  • Participate in the development of final report and recommendations on improvement of palliative care at PHC level.
  • Respond proactively to requests by USAID HRS team.
  • Perform other tasks as required by project leadership.

The Consultant is expected to collaborate with the USAID HRS staff, grantee, and consultants involved in enhancing capacity of PHC facilities to provide palliative care.The Consultant shall submit monthly performance reports to be approved by a relevant USAID HRS team member. The Consultant will report to the Healthcare System Transformation Advisor or other Objective 5 team member assigned by the Objective 5 Lead.

Qualifications/requirements:

  • University degree in healthcare / medical degree, organization and management in healthcare, and specialization in palliative care is an asset. Relevant working experience – not less than 5 years.
  • Profound understanding of palliative care approach and provision.
  • Extensive practical experience of providing palliative care.
  • Proven experience of conducting palliative care training.
  • Fluent Ukrainian.
  • PC literacy (Microsoft Office, PowerPoint, Excel).
