International Development Group LLC (IDG) is a US based international development consulting firm that assists donors, governments, and the private sector to achieve sustainable, broad-based economic development and poverty reduction. International Development Group LLC is seeking qualified candidates for the role of Accounting and Audit Specialist for an upcoming 5-year USAID Ukraine Revenue and Expenditure Governance Reforms Operationalized (RevGRO) activity that is expected to be launch in October 2024.
The purpose of the RevGRO activity is to promote fiscal resilience, transparency, and accountability by enhancing state revenue generation and financial management. The Activity will achieve this overarching aim by advancing three core objectives: (1) Increase national revenue mobilization through support to tax and customs policy, administration, and institutional reforms; (2) Strengthen public investment management, expenditure management, and audits in line with international standards; and (3) Enhance civic oversight and private sector engagement in fiscal policy.
The Accounting and Audit Specialist will be responsible for managing the provision of technical assistance and advisory services to support the Accounting Chamber, the State Audit Service, and other relevant institutions to ensure public funds are used efficiently and transparently. This might include improved internal governance, improved quality of audits, improved monitoring, and relevant legal reforms.
This position is full-time based in Kyiv. The actual period of performance of the position will be determined when the project is awarded by USAID.
Principal Duties and Responsibilities:
- Provide technical direction for accounting and audit reforms.
- Analyze accounting and audit systems to identify gaps and areas for improvement.
- Provide accounting and audit training to Ukrainian counterparts
- Support the Chief of Party with the reporting requirements for the project component(s) related to accounting and audit.
- Other duties as requested.
Qualifications:
- A minimum of 7 years of relevant professional experience required in the technical area of accounting and audit.
- Certified Public Accountant (CPA) certification is encouraged but not required.
- Bachelor’s degree from a recognized university in accounting, audit, economics, public administration, business administration, public policy and management, social sciences, or a related field. Advanced degree is preferred.
- Professional level of verbal and written fluency in English is required.
