About the Project:
In October 2019, Agriteam Canada has launched a new five-year project in Ukraine: Support to Ukraine’s Reforms for Governance (SURGe).

SURGe’s Ultimate Outcome is to help the Government of Ukraine (GoU) to deliver governance and economic reforms that better respond to the needs of its citizens. To achieve this, the Project will strategically enhance and strengthen the GoU’s reform management functions, namely its capacity to undertake planning and analysis of reforms that consider citizen impact, and to implement these reforms.

Position summary:
The SURGe Project is looking for а Sector Lead who will be responsible for managing the technical assistance for a variety of Ukrainian government bodies and agencies. The Sector Lead will assess the needs of Government agencies in technical assistance, design assistance projects in compliance with Ukrainian reform agenda and technical assistance principles, will prepare documentation for the initiatives, establish and manage project teams, coordinate initiatives will stakeholders and ensure timely delivery of the agreed scope of work.

We are seeking a seasoned project manager, who is motivated to further Ukrainian reforms together with his/her government counterparts. A successful candidate would be ready to work in a challenging multi-stakeholder environment and able to successfully manage projects, set goals and deliver on them on time. The Sector Lead will also serve as a principal liaison between the project and the relevant government beneficiary in his/her respective area of operation.

Level of Effort: Full time, Monday-Friday.
The expert will be based in Agriteam Office in Kyiv (18 Sofiivska Street).

Preferred Qualifications and Skills:
• Min 10 years of experience in investment banking, consultancy, reform offices, technical assistance projects, including 3 years in senior-level positions;
• Excellent understanding of Ukraine’s reform agenda, knowledge of Government processes;
• Experience in one or more of the following sectors: governance, economic development, social policy (relevant experience in other sectors will be considered as well);
• Excellent project management skills;
• Dynamic, results driven and proactive, capable to champion the project component s/he is responsible for;
• Emotional maturity, intelligence, ability to operate in multi-stakeholder environment and participate in high-level Government meetings;
• English fluency is an absolute requirement. Ability to interpret at meetings. Excellent writing skills in English;
• Excellent knowledge of the Ukrainian language, strong writing skills;
• Master’s Degree in Political Science, Business, Finance, Project Management, International Development or another relevant discipline;
• Citizen of Ukraine.
