POSITION: Analyst (Category 3, Implementation of the EU Industrial Emission Directive)

1. Objective(s) and linkages to Reforms
A Reform Support Team (RST) at the Ministry of Environment and Natural Resources of Ukraine is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by the donors that provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support.

Integrated pollution prevention and control and support of the Implementation of the EU Industrial Emission Directive are a part of the Government short- and mid-term priorities for 2017-2019. The Ministry has made this Reform one of its top priorities and is committed to
building a healthy and transparent system that will aim to make Ukraine adherent to the international standards. The reform aims for achieving three objectives:
• Development and facilitation of the Concept on integrated prevention and control of industrial pollution (based on EU Directive 2010/75/EC) adoption;

• Development and facilitation of the Action Plan to the Concept on integrated prevention and control of industrial pollution adoption;

• Ensure implementation of the Concept on integrated prevention and control of industrial pollution (based on EU Directive 2010/75/EC), including facilitating the development of the IPPC law, PRTR, creation the list of the IP installations (selected categories) within the scope of the IPPC law, BAT harmonization with the national legislation (selected)

An Analyst on the Implementation of the EU Industrial Emission Directive is vitally needed to support the Government of Ukraine and Ministry in the fulfilment of the Implementation of the EU Industrial Emission Directive.

A highly qualified professional is needed in order to make analysis and prepare papers as the basis for the draft laws, sub-laws, concepts which will be developed together with the Project Manager and Legal Approximation Expert. Moreover, the Analyst will supervise and support any other necessary products (documents). Fulfilment of this function by the ministry personnel is not possible due to the limited number of civil servants with competences of best corporate governance standards and practices, and ability to adopt them in Ukraine. There is no unit responsible for the EU Industrial Emission Directive in the Ministry.

2. Duration and proposed timeframe:
This consultancy appointment is expected to start on March 1, 2019 and has an estimated overall duration until December 31, 2019. The Consultant shall deliver services in Ukraine and for no less than working 20 days per calendar month.

3. Main Duties and Responsibilities:
Support to the Ministry and Project Manager, LAE
- data and information search, integration and analysis, including the EU legislation
- drafting of evidence-based policy and legal reform proposals in compliance with the EU acquis – BAT conclusions (transposition)
- drafting a simplified procedure for permit issuance under the General Binding Rules for the major categories
- drafting monitoring and reporting rules in accordance with the EU Industrial Emission
Directive and cross-sectoral BAT Conclusions
- developing IT solutions for the administrative procedures (together with IT specialists within the RST)
- organizational and logistical support (events, round tables, conferences and forums to engage stakeholders on key reform themes and policy proposals)
- preparation of timely and quality reports and status updates on implementation progress
- preparation of slides for presentations, infographics
The Analyst will be subordinated to the RST Director and Project Manager on the Implementation of the EU Industrial Emission Directive.

4. Qualifications, Skills and Experience:
4.1 Qualifications and skills:
- At least a bachelor’s degree in economy, Finance, MDA or Environmental science/ Environmental management / Environmental protection. Master’s degree preferred
- Strong analytical and presentation skills
- PC literacy (advanced PowerPoint, Project, Excel, Word skills)
- Fluency in Ukrainian and English

4.2 General professional experience:
- More than 5 years of general professional experience
- Prior experience of work in public services is a plus

4.3 Specific professional experience:
- Minimum 3 years of experience in environment
- Preferably good understanding of environmental protection and familiarity with the reform agenda in Ukraine
- Proven knowledge and professional experience in data collection and analysis
- Experience with government entities and their mandate and processes is an asset

5. Assignment Value
The estimated monthly value of this consultancy position is in the region of 400 – 1000 EUR. The funding source of this assignment is the EBRD-Ukraine Stabilization and Sustainable Growth Multi-Donor Account. Selection and contracting will be subject to the availability of
funding.
