Deloitte is seeking a qualified candidate to serve as a Human Resources for Health Analyst in support of the USAID/ Ukaid Health Reform Support (HRS). The position is full-time and will be based in Kyiv, Ukraine.
Project Background and Summary:
The purpose of the USAID/UKAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
Objective:
Human Resources for Health (HRH) Analyst will provide technical and managerial support for the implementation of activities under Objective 3. The HRH Analyst will provide support in identifying issues and risks related to activities’ implementation in a timely manner and suggest appropriate adjustments.
Responsibilities:
- Provide technical and managerial support for the activities’ implementation under Objective 3. Provide support for the effective implementation of Obj. 3 activities to ensure that delivery is on time, within budget, meets client and stakeholder expectations and is contractually compliant.
- Contribute to the 3 planning, provide technical assistance with a focus on results and financial accountability for activities related to health workforce strengthening.
- Maintain strong working relationships with the HRS team and provide input, as needed, on technical implementation.
- Develop strong working relationships and a regular dialogue on activity progress and challenges with the Objective 3 team and consultants/grantees involved in the Objective 3 activities’ implementation.
- Facilitate discussions in the HRS team and with consultants/grantees/stakeholders to develop and implement the Objective 3 activities.
- Assist the Objective Lead with preparing the operation plan of activities and monitor its implementation.
- Write implementation reports related to the health workforce strengthening activities.
Requirements
- Master’s degree in public health, sociology, psychology, or other related areas.
- No less than one year of experience of working with the USAID projects will be an asset.
- Experience in gender issues and understanding of gender sensitivity in health.
- HRH support experience will be an asset.
- Strong communication and negotiation skills
- Experience of developing and delivering trainings/educational events will be an asset
- Ability to work in a team
- Excellent planning and time management skills
- Fluent Ukrainian and English
