The economic impact of the full-scale war of the Russian Federation against Ukraine, launched on 24 February 2022, will be significant at national, regional and global levels as per initial analysis and forecasts from the IMF and OECD. UNDP’s early projections suggest that 18 years of development gains could be wiped out in the next 12 to 18 months with 90 percent of the Ukrainian population potentially facing poverty and extreme economic vulnerability should the war deepen.

Destroyed infrastructure, disrupted supply chains, large-scale displacement and migration and falling demand have had dire economic consequences. Industries suffer from the shutdown of enterprises in combat zones, threatening about two-thirds of Ukraine’s annual commodity exports.

Supporting businesses has a positive impact on social cohesion, since it allows the interaction between host communities and internally displaced populations, who will develop networks that could ultimately become support and integration mechanisms. Business support, consisting of both (i) business relocation (not only equipment, but also personnel, their families), and (ii) active engagement of internally displaced persons in the work of local enterprises in the region will strengthen social cohesion in the city through the constant interaction of IDPs and the local population, the need for IDPs of leaving the places of their compact (and often physically isolated) temporary residence, forming a sense of belonging to the region and returning to a normal way of life, which will also have the effect of psychological relief for the men and women affected by the war, which, in turn, should lead to reducing the risk of tensions and conflicts in the country.

Entrepreneurs from the east and south parts of Ukraine face three main challenges: displacement, loss of assets and need for integration into the entrepreneurial ecosystem. Both the City and the Oblast Administration have structured economic support and recovery interventions, focusing on supporting local businesses and businesses looking to relocate in the Region.

To address those challenges, and in alignment with national and local plans and strategies, UNDP has structured support interventions to:

  • Support local economies by boosting the capacities of local MSMEs, equitably targeting women- and men-led businesses;
  • Support relocation processes of businesses from the eastern, southern and central regions of Ukraine.

These interventions aimed in the short- and medium-term will build up on the incentives set by local authorities, as well as on the subsequent phases of recovery, where support will focus on strengthening businesses to become export-oriented with the aim of continuing the internationalization of Ukraine’s economy. 

Businesses in the cities and oblasts will benefit from the interventions since the projects will be also open to local businesses. Interventions like matching businesses for shared facilities will benefit host businesses with consultants.

To this end, UNDP Ukraine seeks to hire a highly qualified and experienced Ukrainian professional for the post of Analyst on Livelihoods and Entrepreneurship within the “Support to Entrepreneurs and Livelihoods” Project (Output #00131756, Award #00143805)”. Under the overall guidance and direct supervision of the Project Manager, the Analyst on Livelihoods and Entrepreneurship will be responsible for the coordination of the livelihoods and MSMEs’ support activities of the Project. The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance for any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse. 

Duties and Responsibilities

The incumbent will perform the following functions for efficient and effective implementation of the project activities and delivery of results under the “Support to Entrepreneurs and Livelihoods” Project:

Overall coordination of the project activities related to livelihoods and entrepreneurship support

  • Support overall operational management and delivery of results with close cooperation with the Economic Recovery Coordinator in Lviv oblast and Economic Recovery Coordinator in Ivano-Frankivsk oblast;
  • Support timely preparation, update and implementation of Project work plans;
  • Provide input to the Project outputs and ensure timely implementation of Project activities, including reporting on progress vis-à-vis planned activities and expected outputs;
  • Support coordinating the work of Project team members, experts and consultants, including the preparation of the terms of reference, facilitation of recruitment and monitoring of work/results;
  • Coordinate planning and implementation of activities related to livelihoods and entrepreneurship development, including but not limited to the preparation of relevant knowledge products;
  • Support proper management of the budget allocated to the Project, ensure that funds are available when needed and disbursements are achieved as per the work plan;
  • Support appropriate recording and accounting documentation as required by UNDP and supervise preparations of required financial reports;
  • Ensure compliance of Project business processes with UNDP Project Operational Policies and Procedures and UNDP Standard Operating Procedures;
  • Support preparation of reports, including Project’s lessons learned report as well as ad-hoc technical reports and inputs into UNDP Results-Oriented Annual Report (ROAR);
  • Arrange proper monitoring of the Project outputs by regularly collecting, analysing and synthesizing data related to Project activities to inform project performance indicators;
  • Contribute to building synergies with other UNDP projects and programmes;
  • Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise;
  • Make sure that all products, communications, awareness-raising materials, curricula, reports properly include issues of gender equality and gender equity and help promote equal opportunities for women and men;
  • Promote a safe and enabling environment free of discrimination and abusive behaviour;
  • Perform any other related duties as required and assigned by the supervisor.

Capacity building and support of local and relocated MSMEs, support to local BMOs/NGOs and oblast and city authorities

  • Lead the design of the overall capacity building for local and relocated MSMEs to optimize the production processes and use of resources, organize technical and advisory support to oblast and city authorities, and continually identify specific training needs as well as gaps in technical expertise, livelihoods and entrepreneurship development;
  • Develop livelihood promotion capacity activities within the Project in cooperation with partners on community levels to improve livelihoods;
  • Liaise with relevant local BMOs/NGOs, local and regional government authorities to ensure good coordination of effort, avoid duplication, and share lessons and approaches for maximizing impact;
  • Support relocation processes of businesses from the eastern, southern and central regions of Ukraine;
  • Facilitate the development of semi-permanent and permanent solutions for relocated businesses, including but not limited to supporting establishing tents for hosting small industrial/manufacturing units, and co-working spaces;
  • Contribute to enhancing business support infrastructure to capacitate local and relocated MSMEs, including by cooperating with the business support centers and facilitating strengthening export support infrastructure;
  • Initiate and maintain close liaison with national, regional and local partners, including but not limited to city councils and oblast administrations;
  • Assist in the rollout of small business grants programme;
  • Support integration of relocated MSMEs and IDPs in the oblast value chains;
  • Ensure availability of up-to-date information on all critical issues in the subject area.

Required Skills and Experience

 

Min. Academic Education

Master’s degree (or equivalent) in Social or Political Sciences, International or Sustainable Development, Business or Public Administration, Economics, Law, International Relations, Management, or related field. 

Bachelor’s degree with additional two years of extensive progressively responsible relevant experience is accepted in lieu of Master’s degree.

Min. years of relevant Work experience

• Minimum two (2) years of relevant working experience in the field of private sector development, government relations, management, advocacy or lobbying, public policy analysis and/or advisory support on policy development/design;

  • Candidates in possession of Bachelor’s degree require minimum of four (4) years of relevant work experience;

• Experience in the usage of computers and office software packages (MS Word, Excel, Outlook, etc.).

 

Desired additional skills and competencies

• Experience in preparation, management or coordination of projects or project components, preferably in the economic or private sector development field is an asset;

• Experience related to MSMEs’ development or management, including capacity building, will be considered an advantage.

• Strong understanding of the project context, familiarity with national legislation on private sector development as well as key BMOs/NGOs consulting MSMEs, their services and capacity needs are highly desirable and will be considered as an advantage.

• Familiarity with UNDP rules and regulations will be considered an advantage.
