Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021. 

In addition, the country faces losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain lifeline and key basic services, followed by removal or mines and explosives as well as debris. 

The Ukraine Public Building Energy Efficiency (UPBEE) Project (hereinafter – the project) will introduce municipal energy management systems which will link to a national level database with building-level energy-consumption profiles and technical characteristics of buildings. It is estimated that to achieve the rehabilitation of 1,000 buildings will need ca. 2,000 building level energy audits. For the purpose of an efficient absorption of the financial resources, the project management team will have access to comprehensive and full information on the types, methods and methodologies required to address local needs. 

In close cooperation with the EU, Eastern Europe Energy Efficiency and Environment Partnership, European Investment Bank, Ministry of Communities, Territories, and Infrastructure Development, Ministry of Finance of Ukraine, Project will support local communities and municipalities to implement their Sustainable Energy Recovery Plans ensuring rebuilding the destroyed and/or damaged by hostilities public buildings using the best energy efficient technologies.

In this regard, UNDP Ukraine invites applications from highly qualified and experienced professionals for the post of the Anti-Corruption Analyst.

Duties and Responsibilities

I. Provide general Project support

  • Ensure implementation of respective activities of the Project and delivery of results responding to the needs and experiences of women and men in accordance with the project document, work plans and other joint agreements between the EIB and UNDP;
  • Contribute to preparation of annual, quarterly, and detailed implementation work plans, and other related documents for timely commencement and implementation of the component activities; 
  • Provide technical advisory support to the Project Manager and project team members in relevant area;
  • Liaise with the Oblast Administrations, local self-government authorities, lower administrative level authorities for the smooth administration and implementation of project activities;

II. Implement anti-corruption activities 

  • Contribute to the corruption risk review of tenders and enhancement of the procurement systems including training on public procurement system (Prozorro), incorporating principles of gender-responsive procurement;
  • Ensure the development of anti-corruption/integrity management training programs for project’s final beneficiaries and local NGOs/CSOs;
  • Ensure collection and analyzing data, studies, trends and policy framework on anti-corruption to support the implementation of ERP; keep abreast of all the developments at national and local levels;
  • Ensure data (disaggregated by sex, age and other social identifiers) collection exercises in each oblast, i.e. community focus group discussions and other;
  • Contribute to the implementation of Sector Integrity Vulnerability Assessments;
  • Contribute to design and implementation of the third-party community-based monitoring system for recovery operations;
  • Contribute to strengthening strategic communication and outreach to the regional and local authorities by developing anti-corruption guidelines and participating in the outreach activities on anti-corruption based on corporate principles of gender-responsive communication and non-discriminatory language; 
  • Cooperate closely with the Communication team of UNDP EE portfolio and CO to co-ordinate national and international media on highlighting the anti-corruption activities implemented under the project;
  • Contribute to the selection processes of project’s contractors and regularly oversee, supervise and monitor their work and delivery of assignments in a gender-responsive result-oriented manner (training, seminars/workshops, surveys, data collection, etc.), as well as coordinate their work in target regions, and ensure that the budget allocated for relevant activities is efficiently and properly utilized;

III. Ensure efficient and effective delivery of the Project:

  • Contribute to preparation of annual, quarterly, and detailed implementation work plans, and other related documents for timely commencement and implementation of the activities;
  • Prepare supportive documents in line with Project objectives and tasks;
  • Closely work with respective governmental organizations to ensure the component activities are implemented on timely and efficient manner;
  • Ensure coordination/partnership with relevant governmental, non-governmental and international organizations, including UN agencies and projects at national level and regional levels for mutually reinforcing impact;
  • Develop the professional platform for networking and partnership building with the national and local authorities, non-government, private sector and international development organizations or projects;
  • Participate in relevant working group meetings and share information with partners and UN agencies;
  • Contribute to preparation and implementation of the Project communications strategy and plan;
  • Ensure full compliance of project activities with UNDP rules, regulations and procedures, including those aimed at advancing gender equality;
  • Prepare sections of the project reports, including progress and annual reports, as well as ad-hoc technical reports;
  • Review norms and normative, certification and other requirements (esp., environmental, energy efficiency) in case selected projects require obtain permissions and construction certificates, other permitting documentation, as required;
  • Prepare manuals and instructions/procedures documents for rayon-, city- and/or oblast authorities to follow, in support for implementation of the UPBEE;
  • Perform other activities as requested by the Project Manager.

4. Institutional Arrangement

Under the direct supervision of the Project Manager and overall guidance of EE portfolio Team Lead, the Anti-Corruption Analyst in close cooperation with other project team members, will ensure implementation of anticorruption activities.

Procurement: Supplier/relationship management: Knowledge of supplier management concepts, principles and methods, and ability to apply this to strategic and/or practical situations.

Required Skills and Experience

Education:

  • Master’s degree, or equivalent, in Finance, Accounting, Economics, Law, Public Administration, MBA or related field OR
  • Bachelor`s degree with 4 additional years of relevant experience may be accepted in lieu of Master’s degree. 

Experience:

  • At least 2 years (with a Master’s degree) OR 
  • 4 years (with Bachelor’s degree) of proven experience in analysis and research in the field of anti-corruption, public finance, public policy, monitoring government performance or implementing anti-corruption initiatives, or other related areas.
  • Sufficient usage of computers and office software packages.

Desired additional skills and competencies:

  • Strong understanding of anti-corruption issues and gender-responsive research methodologies, is an asset.
  • Experience in advising government officials and civil society on citizen engagement and participation, particularly on transparency and accountability at the national and regional level would be a strong asset.
  • Experience of working with international organizations, with relevant stakeholders from the governmental and non-governmental institutions involved into governance issues at the national and sub-national levels would be an asset.
  • Experience in preparation of progress and annual project reports is desirable.

Required Languages:

Fluent in Ukrainian. Working knowledge of English will be an asset.
