Job Summary

Global Communities is seeking a qualified Area Manager to lead area activities and create results in line with the CLEAR program objectives. The role of the Area Manager is to enable productive and accountable relationships with beneficiaries, communities’ leaders, relevant oblast and local government authorities, NGOs and UN Agencies.  The role is responsible for ensuring compliance with GC policies and guidelines within the respective area and line managing CLEAR program staff in the area.  The role will contribute to the development of area strategies, translated into action plans and day-to-day tasks overseeing the implementation of GC and partners’ programming and outreach and providing coordination support, training, and capacity building for partners. The role will also ensure protection mainstreaming within emergency programs. This position will report to Program Director.

Essential Responsibilities

The Area Manager will be responsible for the following: 

  • Line manages area support and program staff ensuring inter-department coordination.
  • Close coordination with the senior management team ensuring regular information flows.
  • Ensures overall adherence to GC policies, procedures, guidelines, systems, and standard practices.
  • Provides leadership in overseeing logistical/procurement, human resources/administration, and office service activities at the area-office level to ensure timely/efficient delivery.
  • Prepares and maintains/updates detailed work plan(s) that support and achieve planned activities.
  • Provides support to program partners, in collaboration with the Technical and Partnership Team, in implementing activity plans that respond to identified needs.
  • Ensures all activities run accordingly to minimum standards and best practices and are appropriate for the context, in line with minimum standards and humanitarian principles.
  • Coordinates the distribution of NFI kits and/or other support (Cash, Protection) to the affected population together with partners and communities, aligned with GC policies and in coordination with the CLEAR program team. 
  • Conducts and coordinate frequent field visits to check activities and progress in the field, and to maintain a rapport with beneficiaries, implementing partners and local authorities 
  • Primary GC representative in the area of operation and attend all relevant meetings to strengthen GC position.
  • Develops and maintains effective working relationships with relevant stakeholders including local government representatives, civil society, community, and other implementing partners.
  • Prepares and submits weekly, monthly, and three-month work plans in a timely manner, and incorporate supervisor feedback as requested.
  • Oversees the quality of information/data collection related to CLEAR activities.
  • Provides regular analysis of the context and humanitarian situation for programmatic and safety assessments.
  • Ensures a safe and secure environment for GC staff, beneficiaries, and assets by ensuring the local security procedures are up to date and SOPs are being followed in line with the GC policy.
  • Coordinates closely with national and international organizations and the relevant Clusters and other coordination groups working in Chernivtsi and Chernivtsi oblast to update timely on CLEAR plans and activities and provide needed information to the coordination bodies.
  • Assists with planning and coordination of CLEAR and CLEAR partners program activities.
  • Coordinates interactions/relationships between program staff, stakeholders, partner organizations and communities.
  • Schedules and organizes program-related meetings and events.
  • Creates and maintains program records, reports, presentations, and proposals.
  • Facilitates positive relations between the program team, the public, the media. other departments within the organization, and all other involved parties.

Position Requirements

Education

A bachelor’s/master’s degree or equivalent is required.

Experience

  • A minimum of four years’ experience in a humanitarian/recovery context or with civil society organizations.
  • Practical financial, human resources and administration management.
  • At least three years’ experience in people management.
  • Experience implementing in complex and dynamic contexts.
  • Understanding of humanitarian and international standards, including SPHERE minimum standards in the delivery of humanitarian assistance.
  • Familiarity with international donors’ requirements and policies.
  • Experience and knowledge about the work of civil society organizations in Ukraine in a humanitarian context.
  • Prior experience in one of the CLEAR priority sectors, i.e., protection, shelter and WASH is preferred.
  • Preferable experience in organizing, conducting, and monitoring program activities as field visits, coordinating trainings and activities, organizing and supporting the distribution of goods to the affected population, coordinating activities and tasks between program and partners, and ensuring community participatory approaches in project design, implementation and monitoring.

  • Exemplary time management, multi-tasking skills, and attention to detail necessary to meet deadlines and coordinate multiple projects in a fast-paced environment.
  • A team player who can work collaboratively and with people of diverse backgrounds.
  • A strong understanding of the Ukraine humanitarian context and regional contexts.
  • Ability to work in a hands-on implementation capacity.
  • Computer literacy, familiarity with word processing, excel and PowerPoint is required.
  • Excellent writing and presentation skills.
  • Ability and willingness to travel (up to 25%) for trips ranging from one to three weeks.

Language

Professional proficiency in written and spoken Ukrainian. Good working knowledge of the English language. Must be able to read and interpret documents and communicate with others as necessary to perform job duties effectively.
