Position Title: Project Assistant (WASH)

Duty Station: Kharkiv, Ukraine

Classification: General Service Staff, Grade G5

Type of Appointment: Special Short-Term, Nine months with the possibility of extension

Estimated Start Date: As soon as possible

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The International Organization for Migration (IOM) is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to support populations affected by forced migration and improve living conditions of Internally Displaced Persons (IDPs).

Under the overall supervision of the Chief of Mission and the Senior Programme Officer (WASH), and the direct supervision of the Project Officer (WASH), the incumbent will be responsible for carrying out WASH project functions in accordance with IOM’s regulations, rules and procedures.

 Core Functions / Responsibilities:

  1. Assist in implementation WASH projects according to the agreed response strategy and plan. 
  2. Liaise closely with the Project Manager (WASH) and other Project assistants (WASH) throughout the planning, implementation, and monitoring stages of WASH projects.
  3. Participate in the assessments, definition of technical documents and contracts for the construction, rehabilitation and upgrading of WASH facilities.
  4. Participate in assessments of water and sanitation needs. 
  5. Continuously assist to monitor the WASH activities using both quantitative and qualitative data.
  6. Monitor and verify WASH projects are implemented in line with the requirements and in accordance with IOM, donor, Cluster, country and international standards i.e. Sphere and HAP standards.
  7. Assist in the preparation of technical   site layout, and bill of quantities for all planned works. Provide technical inputs to logistics/ procurement in calling for bids, technical evaluation, assist in preparing the contractual agreements and monitoring the work of successful contractors.
  8. Support in preparing the requests of the materials, and verifying the technical specifications and quality delivered by suppliers and contractors.
  9. Support site planning in terms of locating WASH facilities as required in new site developments and extensions. Support topographical survey and setting out of drainage lines.
  10. Continually support to assess emergency needs, as requested, especially taking in the broader perspective of WASH and public health.
  11. Submit daily, weekly, and monthly reports on time using standard format. 
  12. Effectively work together with other WASH Cluster partners in executing WASH response activities.   Maintain effective communication and networking through partnership and collaboration.
  13. Coordinate closely with local government and sectoral stakeholders/counterparts to exchange information on the implementation of WASH projects.
  14. Suggest areas for improvement and record lessons learnt for future activities.
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • High school diploma or equivalent with at least five years of relevant working experience;

OR

  • Bachelor’s Degree or equivalent in Civil Engineering, Water Resources Engineering, Environmental Engineering, Architecture, Public Health, or a related field from an accredited academic institution with at least three years of relevant work experience.

EXPERIENCE

  • Experience in IOM WASH processes. Conducting assessments, drawing up technical specifications (BOQs) for procurement. Providing technical inputs to logistics/procurement in calling for bids. Coordination with local government
  • Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis;
  • Experience in managing construction projects from the contractor side.
  • Experience in construction design as a Structural design engineer.

SKILLS

List job-specific skills, such as:

  • Technical knowledge related to water resources and civil engineering.
  • Knowledge of UN programs in WASH sector.
  • Knowledge of building codes and regulations (national and international).
  • Knowledge of national state standards in the field of engineering

Languages

English and Ukrainian is required

Fluency in Russian is desirable. Working knowledge of Polish.
