Open to Internal and External Candidates 

Position Title: Implementing Partner Controlling (IPC) Assistant

Duty Station: Kyiv, Ukraine

Classification: General Service Staff, Grade G5

Type of Appointment: Special Short-Term, Nine months with the possibility of extension

Estimated Start Date: As soon as possible

Context:

Under the overall supervision of the Chief of Mission and the Senior Resource Management Officer, and the direct supervision of the Compliance Officer (IP) in collaboration with RMU team, the Implementing Partner Controlling (IPC) Assistant will be responsible and accountable for providing the necessary specialized support in matters of finance nature of the IOM Mission in Ukraine.

 Core Functions / Responsibilities:

  1. Assist with the control and monitoring of the financial activities and resources of the IOM Mission in Ukraine.
  2. Review project budget and prepare project budget utilizations according to IOM’s format to regularly update program staff with information relating to the assigned projects, support budget control process and analyse variances between budget and actual expenditures.
  3. Record bank transaction in PRISM program.
  4. Track debtors and creditors’ accounts, work closely with the relevant units and IOM staff to ensure timely settlement of pending advances and prepare the required monthly report to RAS-Europe.
  5. Verify and process NGO Financial Reports. Assist in providing financial trainings when required.
  6. Ensure proper maintenance and completeness of financial documents; contact vendors when required. Maintain e-filing system for vouchers and supporting documents.
  7. Assist in preparing internal and program audits.
  8. Bring to the attention of Compliance Officer (IP) and/or related program staff any relevant financial and reporting issues.
  9. Assist in Due Diligence Assessment of potential/current Implementing Partners.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • High School degree/certificate with five years of relevant work experience; or
  • Bachelor’s degree with in Business Administration, Finance, Management, Accounting, or a related field from an accredited academic institution with three years of relevant professional experience.

Experience

  • Experience in IOM administrative and financial management, budget monitoring, cash management and internal control procedures is an advantage.
  • Work experience with international humanitarian organizations, non‐government or government institutions/organization in a multi‐cultural setting is an advantage.
  • Experience in Finance and/or Accounting, preferably with international organizations.

Skills

  • Knowledge of International and Ukrainian Accounting Standards.
  • Knowledge of IPSAS and SAP/PRISM a distinct advantage.
  • High level of computer literacy, in particular, experience in computerized accounting systems and software. Good knowledge of MS Office specifically Excel.

Languages

For all applicants, fluency in English and Ukrainian is required (oral and written).
