Position Title: Monitoring and Evaluation and Reporting Assistant (Shelter and Housing)

Duty Station: Kyiv, Ukraine

Classification: General Service Staff, Grade G5

Type of Appointment: Special Short-Term, Six months with possibility of extension

Estimated Start Date: As soon as possible

Context:

Under the overall supervision of the Programme Coordinator (Shelter and Housing) and the direct supervision of the Programme Support Officer (Shelter and Housing), the incumbent will provide support in internal and external reporting as well as support in the monitoring and evaluation of Shelter and Housing Unit activities.

Core Functions / Responsibilities:

  1. Support the Programme Support Officer in collecting and analyzing information for reporting products.
  2. Support the Programme Support Officer in drafting content for reports, proposals and other documents as needed for the Shelter and Housing Unit, including for donors, cluster and authorities, and internally for IOM.
  3. Support the Shelter and Housing Unit in reviewing reports from implementing partners, service providers and others and ensure this data is captured and stored to enable further analysis and reporting.
  4. Produce regular progress reports on the IOM Shelter and Housing Unit’s projects to the Programme Support Officer, Project Manager and Programme Coordinator.
  5. Support and enhance protection mainstreaming in Shelter and Housing related activities throughout the project-cycle. This includes – but is not limited to – safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to IOM’s services, adequate accountability to affected populations and participation and consultation.
  6. Support the Shelter and Housing Unit in the production of visibility and communications products, coordinating with internal and external teams as needed.
  7. Support the Shelter and Housing programme team in reviewing M&E reports, PDMs and other data and help to ensure lessons are learnt and incorporated.
  8. Support in the management of partnerships that the Shelter and Housing Unit may enter into, including building their capacity as necessary.
  9. Prepare and generate timely monitoring reports, as required by IM Officer / Program Manager / Program Officer / Site Planner.
  10. In coordination with the IM and GIS assistant, support in the development of maps to effectively support the IOM cartographic needs and visibility.
  11. Assist in the preparation of background materials such as Power Point presentations, maps and other information products for meetings, field missions, as required.
  12. Support the unit with graphic design for information products, factsheets and other needs as required by the unit.
  13. Support with weekly sit-reps and other internal and external reports (including donor reporting) in terms of data/ information.
  14. Support the unit in creating IEC (Information, Education and Communication) materials as required.
  15. Perform any other duties as may be assigned.

Required Qualifications and Experience

Education

  • High school degree or equivalent with at least five years of relevant working experience

OR

  • University degree in social sciences or other relevant area with minimum of 3 years relevant professional experience

Experience

  • Experience writing in English for project proposals, donor reports, and/or communications in the international development or humanitarian aid sector is advantageous
  • Previous experience and familiarity with reporting for humanitarian or development donors such, as but not limited to; ECHO, BHA, HF, Germany, France, FCDO, etc.
  • Experience using applications such as Excel, word, powerpoint is required.
  • Knowledge of Adobe Illustrator / In-Design or other graphics software is advantageous
  • Experience with photography and video editing an advantage
  • Knowledge of data protection guidelines and principles;
  • Previous experience working with a humanitarian organization or the UN system is preferred
  • Personal commitment, efficiency, flexibility and drive for results.
  • Ability to work effectively and harmoniously within a team of colleagues from varied cultures and professional backgrounds.
  • Capable of working under stressful conditions.
  • Ability and willingness to travel to deep field locations and work in insecure and hardship environment
  • Knowledge of emergency response humanitarian programming, preferably with experience in reporting and programme development.
  • Experience writing in English to a high level of accuracy and with an ability to tailor language to audience and purpose.
  • Skills in basic numeracy, and knowledge of relational databases, Microsoft applications, spreadsheets, word processing, etc.

Languages

Fluency in English, Ukrainian is required. Fluency in Russian is desirable.
