Deloitte is seeking resumes for qualified candidates to serve as Operations and Finance Associate in support of the USAID Health Reform Support project. The position is full-time and will be based in Kyiv, Ukraine.
- Project Background and Summary:
The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
- Objective:
The Operations and Finance Associate will work under the general direction of the Operation and Finance Manager. She/he will provide administrative, logistics, and operations support the for the project’s main office in Kyiv and for regional activities throughout Ukraine. She/he will closely collaborate with the Events and Training Manager and Administrative Assistants to support the implementation of project training/events, including travel outside of Kyiv.
- Responsibilities:
Key responsibilities Include:
- Assist the Operation and Finance Manager in managing and processing financial transactions, including the collection, preparation, and submission of financial and accounting documents
- Process financial payments and monitor financial accounts
- Participate in preparing financial reports
- Review vendor invoices and monitor obligation limits
- Assist in contract compliance and tracking financials, including budget and expenses
- Provide backstopping support for travel and event logistics and procurements, including facilitating air travel, lodging, reserving venues for workshops
- Work closely with M&E and Strategic Information Advisor on ensuring the timeliness and quality of required deliverables, including but not limited to evaluation reports
- Assist in database and deliverables checking, downloading information for indicators
- Support Grants Manager with financial packages and support preparation of grant awards, as needed
- Support the team in development of procedures, policies, record keeping, and duties as required and related to overall administration of the project, including procurement
- Support other operations and administrative tasks, as requested by the Operations and Finance Manager
- Qualification requirements (minimum):
- Bachelor’s Degree or higher, with degree in accounting, economics, business or finance, preferred
- Minimum of two (2) years of relevant work experience required
- Fluency in English and Ukrainian
- Experience with USAID or other donor-funded projects preferred
- Financial acumen with strong attention to detail required
- Medium degree of expertise in financial tracking using Microsoft Excel
- Self-starting with the ability to work in a dynamic, fast-paced, and collaborative work environment
- Excellent written and verbal communication skills, using diplomatic and tactful language, even in stressful, time-sensitive situations
- Excellent time management and organizational skills to prioritize and plan tasks
- Ability to handle multiple tasks simultaneously and meet deadlines
- Positive attitude and ability to work with others constructively
- Resourceful and pragmatic problem solver
- Skilled at following up on outstanding items and closing loops
- Strong computer proficiency in Microsoft Word, Excel, Power Point and Outlook
