Position Title: Project Assistant (NFI/Winterization/Distribution)

Duty Station:Kyiv,  Ukraine

Classification:General Service Staff, Grade G5

Type of Appointment:Special Short-Term, Six months with the possibility of extension

Estimated Start Date:As soon as possible

Context: 

Under the overall supervision of the Chief of Mission and the Program Coordinator (Shelter & Housing), and the direct supervision of the Program Officer (Shelter & Housing) and in close coordination with the Program Manager (Shelter) and Senior Project Assistant (NFI/ Winterization/Distribution), as well as Supply Chain Officers and Warehouse Managers, the successful candidate will be supporting operational activities related to the distribution of the Emergency Shelter Kits (ESK), construction materials, winterization items or any other item required by the program. In particular, the incumbent will be supporting the below activities of the Shelter and Housing Unit in Ukraine:

 Core Functions / Responsibilities:  

  1. Support all distribution/logistic operations activities in close coordination with the focal points from Shelter/Housing Unit as well as Warehouse Manager, Fleet Manager and external stakeholders/service providers.
  2. Support in the development of distribution plans and assist in the implementation of distributions of ESKs, construction materials, heating appliances, solid fuel and any other items that need to be distributed or donated.
  3. Support in identification of suitable supply routes for large-scale winterization distribution including storage yards and warehouses.
  4. Assist in raising and tracking relevant purchase requests and conduct necessary follow-ups with the Logistics and Procurement Unit.
  5. Engage with Implementing Partners as required and support in the monitoring of activities. Check distribution activities at field level and ensure those are implemented in line with safety measures and visibility requirements of donors.
  6. Support coordination with local governments, especially with regards to needs, beneficiary lists and distribution plans. Assist in drafting Donation or Handover Forms as required.
  7. Support in maintaining program trackers up to date and contribute as requested to different reports.
  8. Support in conducting quality control and document progress of delivery and distribution.
  9. Adhere to the highest standard to IOMs policy on the Prevention of Sexual Exploitation and Abuse (PSEA) and monitor implementation partner and contractor implement those standards to the same level.
  10. Perform any other duties that may be assigned.

Required Qualifications and Experience

Education 

  • ​​High school technical construction diploma/certificate or equivalent with at least five years of relevant work experience. 

OR 

  • ​Bachelor’s degree or equivalent in Civil Engineering from an accredited academic institution with at least three years of relevant professional experience ​

 Experience 

  • Experience in the field of logistics and distribution management.
  • Experience in design, planning and implementation of supply chains.
  • Experience working with a non-governmental organization and/or international organization is an advantage.
  • Excellent knowledge of supply chain planning, logistics and distribution management.
  • Knowledge of applicable codes, policies, standards and best practices related to humanitarian programming.
  • Proficiency in computer applications (MS Word, Excel, Outlook, Powerpoint, etc.)
  • A sound and up-to-date knowledge of local governance and policies
  • Ability to work quickly and accurately and pay attention to detail.
  • Ability to meet deadlines and work under pressure.
  • Ability to present clear and concise information and good communication skills.
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

Skills

  • Knowledge of emergency response humanitarian aid programming, preferably with experience in Shelter and Settlements, Non-Food Items (NFIs), Cash, and/or Operations projects.
  • Broad sector knowledge in the areas of operations in post-disaster and conflict and reconstruction responses.

Knowledge of program management cycle is desired.

Languages

REQUIRED

For this position, fluency in English and Ukrainian (oral and written). 

DESIRABLE

Fluency in Russian is desirable.
