Position Title: Project Assistant (WASH Administration)
Duty Station: Vinnytsia, Ukraine
Classification: General Service Staff, Grade G5
Type of Appointment: Fixed-Term, One Year with the possibility of extension

Context:

The International Organization for Migration (IOM) is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to support populations affected by forced migration and improve living conditions of Internally Displaced Persons (IDPs).

Under the overall supervision of the Chief of Mission and the Senior Programme Officer (WASH) and the direct supervision of the National Project Officer (WASH) and in coordination with other technical programme specialists, the successful candidate will support IOM’s efforts to improve living conditions of the war-affected population across Ukraine. The incumbent will implement Water, Sanitation and Hygiene (WASH) program functions in accordance with the International Organization for Migration’s (IOM) regulations, rules, and procedures.

Core Functions / Responsibilities:

Area of responsibility

  1. Assist in the implementation and monitoring of project activities in administrative formalities, documentations, permits relative to Travel on Duty (TDY), security clearances, travel expense claims (TEC), Concept of Operation (CONOPS), requesting vehicles, assist with purchasing train tickets.
  2. Retrieve, compile, summarize, analyse, and present information/data on WASH program staff projectization and human resources matters.
  3. Ensure that requests are submitted and followed to provide the new WASH staff members with computers, cell phones and related ICT assets upon arrival and assist in the procurement of goods and services relative to IOM.
  4. Liaise with IOM finance, supply chain unit, and human resources colleagues in other offices in support of WASH operations.
  5. Monitor travel and WASH staff budget; verify availability of funds; obtain necessary approval and update budget-related information.
  6. Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentations, and other forms of documentation.
  7. Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops, and training sessions.
  8. Act as the focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
  9. Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nations agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project; and write meeting minutes.
  10. Send the documents for signing related to the WASH project to beneficiaries.
  11. Assist the Senior Program Officer and WASH officers in hiring local as well as international staff in terms of document collection, cooperation with the HR unit, and requesting tickets for an initial appointment of international staff.
  12. Supporting local and international consultants in terms of salary payments and document submission.
  13. Support WASH operations in terms of invoice payables raising, PR and PO raising.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • School diploma with five years of relevant experience; or
  • Bachelor’s degree in Linguistics, Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.

Experience

  • Experience in liaising with authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
    Skills
  • In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization.
  • Knowledge of UN and bilateral donor programming.
  • Knowledge of security, financial and human resources rules and regulations.

Languages

REQUIRED

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in Fluency in English and Ukrainian (oral and written). is required (oral and written).
