Position Title: Data Analysis Assistant
Duty Station: Kyiv, Ukraine
Classification: General Service Staff, Grade G5
Type of Appointment: Special Short-Term, Six months with the possibility of extension
Estimated Start Date: As soon as possible

Context:

Under the overall supervision of the Chief of Mission and the direct supervision of the National Officer (Data Analysis), the successful candidate will be responsible and accountable for data analysis activities within the Data & Analytics Unit. These activities will focus on the development and implementation of workflows for processing, analysing, and monitoring the quality of data collected through the Displacement Tracking Matrix field operations as well through other data collection programmes in the Data & Analytics unit.

Core Functions / Responsibilities:

  1. Assist National Officer (Data Analysis), in monitoring data flows to ensure that the analysis of information collected by the Data & Analytics unit is timely, effective and of the high quality.
  2. Provide general assistance in the development and adjustment of data analysis plans for the Data and Analytics Unit assessments and surveys.
  3. Operate on data export, conversion, cleaning and export in different data formats, including, Statistical Package for the Social Sciences format files, comma-separated values, and Excel-based data, etc.;
  4. Keep the supervisor informed on the status of programme implementation, identify gaps, and suggest actions to improve implementation.
  5. Support the unit’s Data Analysis Officer in responding to data requests by humanitarian partners, and in preparatory coordination on data sharing in full respect of IOM’s Data Protection Principles
  6. Assist in developing a survey data archive in line with International Organization for Migration (IOM) Information and Communication Technologies data standards compliance and best practices, including the systematisation of information and the creation of the integrated survey database containing the information from across survey rounds to support the dissemination of survey results via data-sharing platforms to the global humanitarian and research communities.
  7. Support the preparation of analytical reports and products, preparing infographics based on the data collected within IOM sample surveys, and data available from other sources for further dissemination among the government and non-government stakeholders.
  8. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • High School diploma/certificate with five years of relevant experience;

or

  • Bachelor’s degree or equivalent in Sociology, Statistics, IT or data science, Political or other Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.

Experience

  • Experience with implementation of quantitative analysis on complex datasets, including time-series is necessary;
  • Experience managing automated data pipelines is a distinct advantage;
  • Experience working in humanitarian or development organizations is welcome;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups is a distinct advantage;
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

  • In depth knowledge of and ability to select and independently lead implementation of analytical methodologies is required,
  • Reliable ability to use and train other staff on use of at minimum one statistical software (Python, SPSS, R or STATA) is required;
  • Attention to detail and ability to navigate complex data sets and databases is required;
  • Understanding of the data-requirements in humanitarian and recovery programming and related methodological frameworks and tools (IASC, IRIS, DTM and others) is a distinct advantage.

Languages

Fluency in English and Ukrainian is required.
