Annex 2 – TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF: MHPSS Assistant (MHPSS and Livelihood integration)

  1. Duty Station of the Consultancy: Dnipro, Ukraine
  2. Duration of Consultancy: 3 months, with possibility of extension pending available funds and satisfactory job performance.
  3. Nature of the consultancy: Category [A] Consultancy

Under the overall supervision of the Chief of Mission and the MHPSS programme manager, under the general guidance of  the  Programme Support Officer, and the direct technical supervision of the Senior MHPSS Associate (Mainstreaming) and operational supervision of the MHPSS Team Leader in Dnipro, the MHPSS Assistant (MHPSS and Livelihood Integration) will be responsible for supporting integrated and thematic MHPSS program activities with focus on MHPSS and Livelihood Integration.

  1. Project Context and Scope:

The ongoing humanitarian situation in Ukraine heightened the country’s mental health and psychosocial support needs and added to the distressing conditions caused by eight years of armed conflict and an underfunded health system. IOM is expanding its work in Ukraine through the development of a community based mental health and psychosocial support programme. The programme will follow IOM global MHPSS standards specified in the manual on community-based mental health and psychosocial support in emergencies and displacement through the creation of psychosocial mobile teams providing community based MHPSS services in temporary accomodaion settings and other community spaces, with the aim of enhancing community and family level resilience and ability to cope with the distressing situations caused by the crisis.

  2. Category A Consultants: Tasks to be performed under this contract
  3. Assist in day-to-day implementation and project activities related to IOM MHPSS and Livelihood Integration (MLI) activities, in relevant locations.
  4. Assist the Senior MHPSS Associate (mainstreaming) in the overall management of MHPSS and Livelihood Integration (MLI) activities, including administrative, coordination and project oversight functions.
  5. Oversee the implementation of day-to-day MHPSS and Livelihood Integration activities, troubleshoot challenges and transparently reflect day-to-day implementation updates to the Senior MHPSS Associate (mainstreaming).
  6. Carry out community consultations, staff consultations and other data collection to advance integrated programming and promote integrated MHPSS and livelihood programming at country level.
  7. Contribute to the design operational and implementation plans, ensure that these plans are followed.
  8. Assist in the financial, administrative and technical aspects of MHPSS and Livelihood Integration activities as per IOM’s policies and procedures and in a timely and efficient manner.
  9. Support the maintenance of project documentation. Support teams in activities reporting functions
  10. Ensure that confidentiality and the right to privacy is maintained with regard to confidential project and beneficiary information.
  11. Support the team in facilitating tailored MHPSS sessions for livelihood project participants (awareness sessions, peer-support groups, individual MLI counselling).
  12. Support the creation of referral pathways for MHPSS and Livelihood Integration project participants.
  13. Support the Senior MHPSS Associate (mainstreaming) in trainings on IOM’s MHPSS and Livelihood Integration approach and activities.
  14. Support the development and revision of training modules and other MHPSS and Livelihood Integration related documents.
  15. Represent IOM in meetings pertaining to MHPSS and Livelihood Integration, if requested.
  16. Support in the monitoring and evaluation of MHPSS and Livelihood Integration activities in the respective and assigned locations of implementation.
  17. Proactively coordinate integrated activities with the Livelihood teams. Establish strong partnerships together, and ensure continuous follow up and collaboration.
  18. Communicate regularly with MHPSS team members, participants of the project in order to ensure project implementation according to project scope, assist in capacity building as required.
  19. Perform such other duties as may be assigned. When time allows, this includes supporting the rest of the team in organizing community-based activities for specific groups within the community. 
  20. Performance indicator for the evaluation of results

Outcome: Constant support in strengthening and developing MHPSS and Livelihood Integration with a working schedule 8 hours per day, 40 hours per week, office based.

  1. Education, Experience and/or skills required

Bachelor’s degree or equivalent in Psychology, Social or Educational Psychology, Humanities, Social sciences or other related fields, with two years of relevant work experience.

The Consultant should meet the following requirements: 

  • Previous experience working on Mental Health and Psychosocial Support (MHPSS) programmes (highly desirable).
  • Expereince working in the humanitarian response system (required)
  • Experience in community-based MHPSS activities (a strong asset).
  • Previous experience working with beneficiaries data management, reporting on project activities while respecting data protection and management guidelines (required).
  • Communication skills with a wide range of people, including people of culturally diverse backgrounds (required).
  • Experience in MHPSS and Livelihood Integration programming (strong asset)
  • Experience in representation and liaison with different government authorities, a non-governmental organization and/or international organization (desirable).
  • Proficient use of Microsoft software such as Excel and PowerPoint and other software such as SPSS, KoBo toolbox, DropBox, etc. (required).

Fluency in English and Ukrainian is required (oral and written).
