JOB SUMMARY:
The Cash and NFI Technical Officer will support the implementation of cash programming, NFI distribution and work to develop beneficiary selection, distribution, and reporting systems for the program. The Cash and NFI Technical Officer will support needs and market assessments and implement emergency cash interventions, NFI, through beneficiary targeting, verification and distribution and work on capacity-building of local CBOs. The position will also provide support to post-distribution monitoring, baseline and end-line surveys. The Cash and NFI Technical Officer will report to the Area manger in Chernihiv and will receive technical guidance from Cash and NFIs Technical Advisors. The position will also liaise with communities and local governments on the issues related to the program and will actively coordinate with other agencies distributing cash assistance as well as participate in the cash WG.
PRIMARY RESPONSIBILITIES:
1.3.1 Overall responsibility
To ensure the cash and NFI -based interventions are successfully implemented in the area of intervention.
- Ensure streamlining of protection and safeguarding standards, confidentiality and humanitarian principles and contribute to the integration of protection, Age, Gender and Diversity (AGD) mainstreaming into GC’s programming as well as the use of community-based approaches.
- Support timely compilation and submission of monitoring and technical reports to Cash technical advisor and NFI technical advisor.
1.3.3 Activities management and technical support
- Support the effective implementation of cash and NFI assistance in coordination with the project team, other organizations and local authorities aiming at the quality implementation of the program, under Area manager supervision with Cash Technical Advisor and Wash and Shelter advisor consultation.
- Ensure beneficiary feedback and response mechanism activities are undertaken.
- Support the MEL team in the execution of post-assistance monitoring, baseline and end-line surveys.
- Knowledge of Cash operations, as well as those that are related to registration, distributions, reporting, tracking, monitoring, etc.
- Strong Computer skills, specifically Microsoft Office (Excel, Word, PowerPoint, etc.)
- Experience in international humanitarian missions
- Analyze the country’s landscape /context and mapping in relation to cash transfer programming opportunities and constraints.
- Ability to supervise and support implementer partners.
- Able to use digital platforms for registration and distribution.
- Good team player able to lead a team and work closely with other teams and use their initiative.
- Willingness to travel 30% of the time.
- Review and share within the program the internal and external learning on cash programming.
- Build the capacity of local partner organizations in the implementation of cash assistance.
- Provide or arrange technical support in cash interventions to the program as required.
- Ensure that the cash interventions comply with program objectives, GC’s policy and standards.
- Conduct regular monitoring visits, prepare reports and collect and share field lessons, success stories, and challenges.
- Document best practices and participate in the development of communication materials for learning and advocacy.
- Support coordination with the financial service provider team and provide them with the needed support to conduct cash distributions.
REQUIRED QUALIFICATIONS:
- University Degree in Business or other Social Sciences
- Technical expertise and experience in working with cash transfer programming.
- Proven relevant experience in development or humanitarian programming.
- Experience in participatory planning and review techniques:
- Experience in distribution of NFI, understanding principals:
- Strong capacity building and facilitation skills are an advantage:
