Project Summary:
The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a six-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anti-corruption efforts, and reduce citizen tolerance to corruption. SACCI works with the wide spectrum of anti-corruption stakeholders, including the specialized anti-corruption bodies, governmental institutions at national and local levels, the private sector, and civil society watchdog organizations. SACCI seeks to promote transparency and accountability during the time of the Russia’s aggression and the Ukraine reconstruction efforts. Currently, SACCI is supporting the Agency for Reconstruction and Development of Infrastructure of Ukraine (Recovery Agency) in creating an effective system for preventing corruption in reconstruction processes to ensure transparency and accountability.

Position Summary:
The Capacity Building Office (CBO) Coordinator will support the Agency’s CBO, which seeks to develop the organizational structure, people capacity, and overall sustainability of the Agency to deliver on tasks related to Ukraine’s recovery. The CBO comprises of five key sectors: anti-corruption, procurement, communications, organizational development, and project implementation. The CBO Coordinator will enhance the capacity of the Recovery Agency to identify and mitigate corruption risks in ongoing reconstruction processes. The Coordinator will also organize the work of the CBO and coordinate the work between its five sectors, ensuring the sustainability of the Recovery Agency’s work. This is a short-term position with an expected level of effort of up to 150 working days.
Responsibilities:
- Coordinate the work of the CBO Team by ensuring proper planning of the activities and accurate and timely completion of tasks and reporting to donors and partners.
- Develop and implement capacity-building strategies that align with the Agency’s goals and objectives by conducting needs assessments, identifying capacity gaps, and designing approaches to address those gaps.
- Coordinate with donors to ensure alignment with the Agency’s priorities and the most effective use of the support provided.
- Manage technical assistance projects aimed at capacity building of the Agency by identifying areas where technical assistance is needed, designing technical assistance programs, and finding partners, overseeing the implementation of technical assistance projects, and ensuring avoidance of overlapping in the scope between different technical assistance projects.
- Build partnerships with other organizations and stakeholders to leverage resources and expertise by identifying potential partners, establishing relationships, and collaborating on capacity-building initiatives.
- Mobilize resources to support the agency’s work by identifying potential funding sources, developing proposals and requests for funding, and negotiating with funders to secure resources.
- Monitor and evaluate the effectiveness of capacity-building activities by tracking progress, collecting feedback, and analyzing data to identify areas for improvement.
- Manage resources, including budgets, staff, and equipment by recruiting staff, developing and managing budgets, and overseeing the procurement and maintenance of equipment and supplies.
- Report on the Agency’s progress to donors and partners by monitoring and evaluating the effectiveness of programs and initiatives and providing regular updates to donors and partners.
Qualifications:
- Bachelor’s degree in economics, law, organizational development, public administration, or a related field is required. Master’s degree is preferred.
- Minimum 10 years of professional experience, including minimum three years of experience within the government sector or international organizations is required.
- Experience in project management is required.
- Strong project management skills, including the ability to develop and manage budgets, timelines, and deliverables is required.
- Strong leadership skills, including the ability to manage staff and resources, build relationships with stakeholders, and work collaboratively with others, is required.
- Strong written and verbal communication skills, including the ability to communicate complex ideas and concepts to a diverse audience, are required.
- Ability to work effectively with people from diverse backgrounds and cultures is required.
- Fluency in written and oral Ukrainian and professional level English is required.
