Chemonics International, a global consulting and international development firm, seeks a Deputy Chief of Party-Technical, long-term position, for the USAID-funded Competitive Economy Program (CEP). CEP is a seven-year program funded by the US Agency for International Development. The purpose of CEP is to support startup businesses and small and medium-sized enterprises (SMEs), increase domestic market competition, and support the competitiveness of Ukrainian firms in international markets. CEP achieves these objectives through five components: improve the business-enabling environment and business climate, support emerging industries, promote export capabilities, support WTO participation and compliance, and help lower costs of trade across Ukraine’s borders.
The Deputy Chief of Party – Technical (DCOP) will assist the COP in managing and monitoring all program components, provide management oversight of all staff, and assist in managing office operations. He/she will support the COP in overseeing the quality, cost effectiveness, and timeliness of performance of all work to ensure that the activity meets its objectives and targets. DCOP will represent the program to USAID and other constituents, as needed.
The DCOP ‘s responsibilities will include, but are not limited to, the following:
Leadership and Management
- Support chief of party in guiding project implementation and ensuring integration and cohesion across CEP, including coordination with external stakeholders for sustainability
- Lead, with the chief of party, annual co-work planning with other donors, key stakeholders, and key team members
- Partner with the chief of party and MEL team to lead periodic pause-and-reflect sessions as a part of project CLA process to ensure CEP learns by doing and can pivot quickly to address unforeseen challenges and emerging opportunities
- Oversee the timely production and delivery of high-quality work to meet activity objectives. Contributes to and/or lead as assigned pitch decks, brief reports, and analysis for stakeholders
- Operate with integrity and assurance of confidentiality, commitment to excellence, compliance with all USAID rules and regulations, contractual requirements, and Chemonics policies, systems, and values
- Serve as acting chief of party in absence of chief of party
Technical Oversight
- Supervise technical leadership team and empower all team members to achieve results
- Work with technical team leads to closely manage activity implementation, including tracking of progress and milestones and reporting progress efficiently
- Coordinate with technical and operations staff to support in drafting, developing, and reviewing scopes of work for service providers and consultants to carry out technical activities. Mobilize resources to support the economic recovery, sustainable growth and development of stakeholder institutions to generate investment and increase exports in Ukraine.
- Translate emerging economic opportunities in Ukraine into project activities that align with CEP’s objectives.
- Support the technical staff to manage multiple subcontracts, grants, and consultants and follow up on deadlines and submission of deliverables. Including checking the quality of deliverables provided per the contract, scope and aligned with the workplan.
- Schedule and provide logistical support for meetings with external parties, as needed.
- Engage the private sector in design and development of the activity’s innovative solutions to improve economy-wide competitiveness and form lasting public-private partnerships
- Align public incentives and private sector development, leveraging trade agreements and policy changes to strengthen the business enabling environment and improve firms’ competitiveness
External Engagement and Stakeholder Management
- Work with the chief of party to consult and coordinate with the Ukrainian government, stakeholders, and USAID to identify priorities for technical assistance, including seeking private sector input on the prioritization and implementation of reforms
- Represent and communicate project activities and objectives in diverse settings, including high-level Ukrainian and U.S. government entities, as directed by the chief of party
- Coordinate with complementary USAID projects and other donor and multilateral institution efforts to develop a collaborative work planning method that aligns but does not duplicate efforts
- Direct the project’s strategic planning in partnership with the COR to ensure coordination and establishment of effective partnerships with Ukrainian government entities, private sector stakeholders, civil society organizations, donor communities, USAID Ukraine and USAID implementing partners
- Advance economic reforms by engaging key government stakeholders in program design and monitor intervention effectiveness with overall goal to build institutional capacity to seize opportunities, develop innovative solutions, and enable sustainability
- Mobilize the private sector to engage in economic reform advocacy and to promote investment opportunities and potential for trade growth
Strategy and Innovation
- Contribute to designing and implementing strategic communications campaigns to support the USAID activity and the stakeholders
- Support chief of party and senior management team in developing, implementing, and updating knowledge management systems for all relevant stakeholders, internally and externally
- Establish a culture of adaptive management, enabling staff and implementation partners to ensure cycles of learning are integrated into the activity’s approach and all can leverage MEL data, address emerging needs, and improve activities
- Support chief of party and senior management team in identifying and implementing innovative data driven technical solutions in support of Ukraine’s economic recovery, reform and competitive growth
Program and Team Management
- Represent and communicate project activities and objectives in diverse settings, including high-level Ukrainian government and U.S. government entities
- Operate with integrity and assurance of confidentiality, commitment to excellence, compliance with all USAID rules and regulations, contractual requirements, and Chemonics policies, systems, and values
- Identify and mitigate risks related to project implementation to ensure administrative and financial compliance with USAID policies and procedures
- Ensure collaboration and coordination, sharing of information, needs, and progress across all functions and components of CEP to implement as one team including but limited to GESI, MEL, Communications, and all component team leads
- Contribute to and/or lead as assigned reports and deliverables, analysis, periodic planning documents, progress, and impact reports for USAID and other partners. Ensure all project deliverables are of high quality and are submitted in a timely manner per contract requirements and at USAID’s request
- Support COP and the technical team to ensure flow of information in support of successful implementation and communication of progress, challenges, and delays of the technical activities in a timely manner. Share proactive and timely feedback. Engage in knowledge sharing and real time coordination across CEP team and partners
- Other tasks as directed by Chief of Party or PMU Director
The required and/or preferred qualifications for the DCOP position are:
- At least a Master’s degree or equivalent experience in business, economics, law or related field
- A minimum of 5 years of experience in business/ trade/ investment development/ competitiveness/ export promotion or related fields managing complex economic growth assistance projects in Europe and Eurasia region, including Ukraine
- Professional experience in implementing donor-funded projects and strong management experience
- A track record of working collaboratively with host country government and the local private sector
- Thorough knowledge and understanding of the Ukrainian context of trade and competitiveness development issues in Ukraine
- Strong interpersonal skills to maintain good relations with the relevant partners and counterparts, including government, business, civil society, donors, and other partners
- Well organized, able to work independently, skilled in handling multiple tasks, able to adhere to deadlines, and diplomatic
- Professional-level English and Ukrainian – both written and oral
