Chemonics International шукає Finance Manager

Chemonics International, a global consulting and international development firm, seeks a Finance Manager, long-term position, for the USAID Competitive Economy Program (CEP). CEP is a five-year program funded by the US Agency for International Development. The purpose of CEP is to support startup businesses and small and medium-sized enterprises (SMEs), increase domestic market competition, and support the competitiveness of Ukrainian firms in international markets. CEP achieves these objectives through five components: improve the business-enabling environment and business climate, support emerging industries, promote export capabilities, support WTO participation and compliance, and help lower costs of trade across Ukraine’s borders.

The Finance Manager will oversee and ensure the overall financial management of the project, including operations and grants expenditures. The Finance Manager will also oversee processes, procedures, and staff related to financial management, including timesheets, payroll, and regular reviews and audits. S/he will be responsible for ensuring compliance of financial operations with USAID rules and regulations and Chemonics policies and procedures. 

The Finance Manager’s responsibilities will include, but are not limited to, the following:

  • Work closely with Chief of Party, Deputy Chief of Party, Operations Director, and the Chemonics home office PMU and finance department on financial management issues
  • Supervise and mentor accounting team, including providing trainings and capacity building activities to staff. Review and evaluate the work of accounting team and provide staff guidance. Assist in performance reviews for accounting team
  • Supervise accounting cycle to include preparation and appropriate documentation of journal entries, payment requests, and general ledger reconciliations
  • Ensure that incurred costs are allowable, allocable and reasonable in accordance with USAID cost principles and Chemonics policies and procedures
  • Review and approve accounting and supporting documents and transactions to ensure accuracy, completeness and compliance with Chemonics policies and procedures and USAID regulations
  • Review accurate, complete and timely financial reporting using ABACUS accounting system, including monthly accrual spreadsheets, and ensure timely submission to the home office (HO). Prepare and/or review ad hoc analysis and reporting as needed. Monitor preparation and perform analysis of financial reports relative to budget and monthly forecasting
  • Prepare monthly wire transfer requests for submission to the HO and manage local bank accounts to ensure sufficient availability of funds for project needs
  • Review the internal financial control systems to ensure that appropriate mechanisms, procedures, and systems are in place. Ensure proper safeguards of funds and compliance with established USAID and Chemonics financial and accounting procedures
  • Review and ensure proper authorization and approval and timely processing of payment/reimbursement requests for employees/suppliers/vendors/grantees/subcontractors
  • Plan, perform and supervise internal audits of accounts payable, accounts receivable, payroll, and fixed assets
  • Review and approve bank reconciliations and reconciliations of corporate bank card accounts
  • Review submission of all tax withholdings (payroll income tax, deduction at source) to relevant parties
  • Review payroll and ensure allocation of payroll costs to appropriate general ledger accounts
  • Work closely with internal and external auditors during field program audits
  • Serve as a resource person for project staff on Chemonics and USAID policies, procedures and regulations
  • Work closely with operations team, grants and subcontracts team to ensure compliance with all applicable rules and procedures, and provide guidance as needed in the processing of VAT exemption for the project
  • Interact with banks and other officials on an as-needed basis
  • Perform other tasks consistent with the Manager’s qualifications, scope of work, and the general requirements of CEP

Please note the shortlisted candidates will be requested to take an accounting test after the successful interview.

The required and/or preferred qualifications for the Finance Manager position are:

  • Bachelor’s degree in accounting, finance, business, economics or equivalent required
  • Significant experience in accounting and project financial management required
  • Experience in bookkeeping and accounting preferred
  • Experience managing a program budget required
  • Knowledge of the operating environment and employment regulations in Ukraine preferred
  • Previous experience managing a team as well as strong communication skills required
  • Knowledge of and experience with international accounting standards preferred
  • Previous USAID or other international donor experience preferred
  • Proficiency in English and Ukrainian required
