Chemonics International, a global consulting and international development firm, seeks a Grants Accountant, full-time position, for the USAID-funded Competitive Economy Program (CEP). CEP is a seven-year program to increase the competitiveness of startups and small and medium-sized enterprises (SMEs) in Ukraine, as well as to increase the competitiveness of Ukrainian products in foreign markets, through a combined focus on improving Ukraine’s business enabling environment, increasing private sector competitiveness, increasing access to finance and investments, promoting exports, and facilitating trade.
The Grants Accountant will support CEP operations team and CEP grants and subcontracts team and with tasks related to operations and finance, grants and subcontracts. He / She will be responsible for maintaining financial, accounting, and grant support services to meet the needs of the CEP Program and the donor. This position is also responsible for the operations of grant/subcontract administration and related accounting duties. The Grants Accountant will focus primarily on budgeting, monthly projections of grants and subcontracts spending, compliance, accuracy of financial reporting from grantees, financial/accounting capacity building of grantees, reporting and variance analysis functions.
The Grants Accountant’s responsibilities will include, but are not limited to, the following:
For operations team:
- Works with Program primary payment documents: contact vendors, collects and reviews primary payment documents to make sure they follow Chemonics and U.S. government policies and regulations, and Ukrainian legislation.
- As needed, implement duties of the Chief Accountant during their leave.
- Provides support to the Procurement Specialist/Sr. Procurement Specialist and operations team with inventory of property, as needed.
- Participates in demobilization activities including ensuring proper disposition of property according to Ukrainian and USAID regulations.
- Performs other tasks as requested by the Operations Director or Chief Accountant.
For grants/subcontracts team:
- Performs grant-related functions, including budget and expense analysis, reconciliations, re-budgeting, and grant closeout functions required by the Grants Manual.
- Tracks the submission of grantees/subcontractors’ financial reports and milestones. Receives financial reports and milestones, and reviews for compliance with Grant agreement, budget, and implementation plan, Ukrainian legislation and USAID rules and regulations etc. Reviews justification of revisions of the Grant/Subcontract budget. Supports with grant modifications, as needed.
- Reviews travel expense reports submitted by grants and subcontracts team. Consults employees, if necessary.
- Assists with bank payments related to grants/subcontracts.
- Assists with booking records into ABACUS system in the part of grants/subcontracts activities.
- Notifies grants/subcontracts team on issues with grant/subcontract payments; contacts grantees/subcontractors and obtain missing source documents.
- Supports in maintaining up-to-date grantees/subcontractors’ databases, inclusive of target dates and renewals; proactively advises management in advance of any pending triggers, milestone due dates, deadlines, or termination dates.
- Works with the grants and subcontracts team, as well as the Chief Accountant on cash flow forecasts (in a part of projecting grants/subcontracts spending and payment to grantees/subcontractors) and wire transfer requests preparation.
The required and/or preferred qualifications for the Grants Accountant’ position are:
- Bachelor’s degree in finance, accounting, audit, economics, entrepreneurship or related field required.
- Prior experience in administration, accounting, or grants management. USAID project experience is preferred.
- Experience in project administration tasks, including filing and budgeting required.
- Proven experience demonstrating attention to detail required.
- Demonstrated leadership, versatility, and integrity required.
- Proficiency in English and Ukrainian required.
