Chemonics International, a global consulting and international development firm, seeks a Grants Manager, long-term position, for the USAID Competitive Economy Program (CEP). The USAID Competitive Economy Program (CEP) is a seven year, $170M program, which promotes a strong, diverse, and open economy by enhancing the business environment for Ukrainian enterprises, improving the competitiveness of emerging and high-growth industries and their firms in international markets and equipping the Ukrainian workforce with skills necessary for reconstruction and rebuilding the economy.
The Grants Manager will be responsible for the following aspects of grants management: administrative and team management, grant solicitations, selection process oversight, grant agreement and budget negotiations, and grants awards. The Grants Manager will contribute to the design, development, and oversight of the project’s grants policies, procedures, and practices. The Grants Manager will coordinate with project technical staff to ensure that funds spent on grants are managed in line with project budget, in compliance with applicable USAID and Chemonics policies and regulations. and in a responsible, effective, and efficient manner, contributing to the achievement of the project’s goals and objectives.
The Grants Manager will work as a team member for implementation of program strategies related to grants, which will include close coordination with USAID, the SIF Director, CEP technical specialists, DCOP and COP, and with the Project’s Communications/MEL, Grants and subcontracts, and Finance and Administration teams.
The Grants Manager’s responsibilities will include, but are not limited to, the following:
- Provide input to CEP’s annual work plans; monitoring, evaluation, and learning (MEL) plans and activities; and quarterly, and annual reporting and planning as required;
- Oversee and manage grant activities and subcontracts in compliance with the CEP grants and subcontracts manuals, USAID regulations, and GOU laws;
- Ensure full compliance with USAID regulations related to competition in the award of grants and manage the issuance of solicitations for grants proposals;
- Review and finalize RFAs, RFPs, and APSs for compliance, feasibility, and logistical requirements;
- Develop and oversee procedures in evaluating applications for grant and subcontract funding. Participate as a member of the Grants/Subcontracts Evaluation Committee as required;
- Monitor compliance of grant agreements and subcontracts;
- Organize and conduct trainings on project implementation for CEP Program grantees and CEP staff;
- In coordination with CEP’s senior management, provide all necessary support to CEP component leaders and senior management on issues related to the development, refinement, production, data management, and monitoring of an administrative system to track the activities and performance of organizations who receive grants under the project;
- Conduct site visits to grantees in coordination with other team members;
- Amend and update the CEP Grants and Subcontracts manuals and templates in accordance with CEP work plan and updates in USAID regulations;
- Oversee institutional assessments and diagnostic analysis of potential grantees. Participate in examining financial, accounting, and administrative procedures for control of funds and expenditures, including appropriate reporting and authorities;
- As a result of the institutional assessments and diagnostic analyses, participate and assist in assessing the training, technical assistance of potential grantees, and in particular, establish controls for expenditures and reporting on use of funds related to these needs;
- Oversee the proper preparation and execution of subcontract and grant documents and disbursements in line with USAID procedures;
- Analyze and assess the budgetary and financial aspects of subcontracts, grants, and payment of invoices;
- Ensure that grantees and subcontractors are provided with suitable technical advice and assistance by Team Leaders to complete their milestones and deliverables;
- Support designing of grants programs in coordination with SIF Director, Team Leaders, and technical staff;
- Directly supervise grants and subcontracts team members, including oversight of a portfolio of grants awards and procurement, logistics and subcontracts;
- Perform any other related tasks assigned by the SIF Director, COP, and DCOP or independently which are consistent with the Grants Manager qualifications, this scope of work, and the general requirements of CEP.
The required and/or preferred qualifications for the Specialist position are:
- Bachelor’s degree in business, finance, economics, or related field required.
- At least 3 years of experience in grants management implementing donor funded projects required.
- Familiarity with USAID rules and regulations strongly preferred.
- A track record of working collaboratively with the local non-government sector.
- Advanced proficiency in MS Excel, Word, PowerPoint, Excel, and other office applications required.
- Strong interpersonal skills to maintain good relations with the relevant partners and counterparts required
- Well organized, able to work independently, skilled in handling multiple tasks, able to adhere to deadlines.
- Demonstrated leadership, versatility, and integrity required.
- Professional proficiency in English and Ukrainian required.
