Chemonics International, a global consulting and international development firm, seeks an Information Technology (IT) Specialist, long-term position, for the USAID-funded Competitive Economy Program (CEP). CEP is a seven-year, $170M program, which promotes a strong, diverse, and open economy by enhancing the business environment for Ukrainian enterprises, improving the competitiveness of emerging and high-growth industries and their firms in international markets and equipping the Ukrainian workforce with skills necessary for reconstruction and rebuilding the economy.
The IT Specialist will provide efficient and effective support on a day-to-day basis to program and operational staff. The IT Specialist will ensure staff IT equipment runs smoothly, monitors and maintains the computer systems, installs and configures hardware and software, and solves technical problems. S/he will ensure that IT systems configure to the program standards, including digital and operational security, meet inter-operability/user experience guidelines, and, as needed, initiate integration with other systems. S/he will support the upkeep, tracking, and maintenance of IT equipment. He/she is also responsible for maintaining inventory records and confirming accuracy. The IT Specialist is responsible for ensuring compliance with USAID rules and regulations, Chemonics policies and procedures, and Ukrainian laws. The post of assignment is Kyiv, Ukraine. This position requires working from CEP office in Kyiv. On certain circumstances, remote work is authorized and subject to prior approval.
The IT Specialist responsibilities will include, but are not limited to, the following:
- Support and train project staff in the proper and efficient use of IT resources and systems, and research new IT applications as needed to optimize office functions
- Serve as a primary point of contact for and provide timely assistance to resolve all project-related IT issues;
- Properly escalating unresolved queries to the next level of support
- Provide SharePoint site configuration and access permissions management
- Tracking, routing and redirecting problems to correct resources
- Performing remote troubleshooting through diagnostic techniques and pertinent questions
- Implement Chemonics IT policies and guidelines at office level, ensuring system security
- Determining the best solution based on the issue and details provided by employees
- Install computer peripherals for users.
- Administer Azure Office Deployment, configuration and maintenance of Chemonics Azure Active Directory, Microsoft Endpoint Manager (InTune)
- Jointly with Operations Associates liaise with project office landlord, Chemonics home office, and other external parties to resolve issues on IT, electricity power, lighting, heating, and water supply in office as needed
- Schedule computer related services, maintenance and license renewals
- Install, modify and maintain client hardware, software, and peripherals.
- Accurately document instances of hardware failure, repair, installation, and removal.
- Responsible of reporting, evaluating new technologies, and developing contingency plans in case of network failure and respond to crises in accordance with business continuity and disaster recovery plans.
- Jointly with operations and finance team maintain inventory of all IT equipment and indicate their location and condition. Administer IT equipment, including inventory cataloguing, software updates, and license renewals
- Jointly with Operations Associates purchase office supplies needed in case of emergency
- Organize conduct of physical count of office inventory and facilitate reconciling physical count with inventory records.
- Provide guidance to staff in developing specifications for IT-related supplies or equipment that will be procured through activities.
- Ensure availability of necessary computer hardware and parts, diagnostic and repair equipment, and general maintenance supplies for project office.
- Any other assignment by the supervisor.
The required and/or preferred qualifications for the IT Specialist’s position are:
- A university degree in software/hardware development or equivalent or a combination of experience and education working in this sector.
- At least two (2) years of experience working with information technology.
- Extensive practical experience in network environment and support for remote users and regional offices.
- Basic knowledge and skills for configuration, support and debugging of Fortinet equipment (FortiGate, Wireless, FortiSwitch, Cisco Meraki, etc.) required.
- Hardware/software maintenance experience, including but not limited to: installation, system configuration, upgrade repair, replacement (Windows Pro 11, Routers, Firewalls, Wi-Fis, IP communication systems, printers) required.
- Excellent knowledge of Microsoft 365 is required, experience developing and/or customizing Microsoft Power Apps, Power Automate is strongly preferred.
- Knowledge and experience in Management Tools (Trello, Microsoft To-Do, Microsoft Planner etc.) required.
- Proven ability to work professionally, constructively, collaborate as a team member, adhere to schedules, communicate effectively, work with diverse partners in a dynamic environment required.
- Fluency in Ukrainian and proficiency in English at a level sufficient to perform professional duties and to understand the Program’s work-related written communication (e.g. email) required.
- Ability to work collaboratively with colleagues.
