Chemonics International, a global consulting and international development firm, seeks a Monitoring, Evaluation, and Learning (MEL) Assistant, long-term position, for the USAID Competitive Economy Program (CEP). CEP is a seven-year program funded by the US Agency for International Development. The purpose of CEP is to support startup businesses and small and medium-sized enterprises (SMEs), increase domestic market competition, and support the competitiveness of Ukrainian firms in international markets. CEP achieves these objectives through five components: improve the business-enabling environment and business climate, support emerging industries, promote export capabilities, support WTO participation and compliance, and help lower costs of trade across Ukraine’s borders.
The MEL Assistant supports accurate and timely data collection for project activities, following the established MEL procedures and ensures common understanding among technical teams on data collection expectations. In coordination with the MEL Specialist, the MEL Assistant will also be responsible for correctly encoded activities, results, and backup documentation. The MEL Assistant will adhere to the CEP’s MEL Plan in a professional and effective manner, and support streamlining data collection and management through the use of cloud-based tools. As a member of the MEL team, the MEL Assistant will be expected to work with technical teams (designated MEL focal points) to collect/compile necessary data for reporting; support in lessons learnt facilitation, track status of activities and results per activity; ensure quality of the data management.
The MEL Assistant’s responsibilities will include, but are not limited to, the following:
- Support, in coordination with technical teams, accurate and timely data collection for project activities to ensure timely reporting.
- In cooperation with the MEL Specialist, provide consultations/clarifications to technical teams and third parties (e.g., grantees, subcontractors) on data requirements under USG-funded programs.
- Liaise with technical teams to ensure proper following of project internal procedures with regard to reporting for Monitoring, Evaluation and Learning Plan.
- Maintain records on indicators, including ensuring e-copies of backup verification documents/files are saved to SharePoint and DevResults.
- Support the MEL Specialist and MEL Manager in responding to requests from project staff, Chemonics, or USAID.
- Support primary data verification according to requirements of USAID ADS 201.
- Support maintenance of CEP’s DevResults program account, including maintenance of the data obtained from technical teams and third parties (e.g., grantees, subcontractors).
- Other duties as assigned by the MEL Specialist, MEL Manager, Chief of Party, or their designees.
The required and/or preferred qualifications for the MEL Assistant position are:
- University degree in sociology, mathematics, data analysis, economics or related field required.
- Prior experience in working with data collection and verification required.
- Prior experience working as M&E/MEL staff is preferred.
- Professional excellence and strong analytical skills required.
- Effective cross-cultural interpersonal skills and demonstrated ability to resolve assigned tasks in professional manner required.
- Ability to work under pressure and orientation on result required.
- Attention to details, versatility, and integrity required.
- Willingness to learn usage of modern tools on data analysis and visualization required.
- Good level of spoken and written English, and Ukrainian required.
