Chemonics International, a global consulting and international development firm, seeks a Regulatory Services Team Lead, short-term position, for the USAID Competitive Economy Program (CEP). CEP is a five-year program funded by the US Agency for International Development. The purpose of CEP is to support startup businesses and small and medium-sized enterprises (SMEs), increase domestic market competition, and support the competitiveness of Ukrainian firms in international markets. CEP achieves these objectives through five components: improve the business-enabling environment and business climate, support emerging industries, promote export capabilities, support WTO participation and compliance, and help lower costs of trade across Ukraine’s borders.
The Regulatory Services Team Lead will support the State Regulatory Service of Ukraine (SRS) with leading and facilitating the activities of a projects’ team in the following spheres: (1) inventory and optimization of market access regulatory framework as well as concept development on its digitalization; (2) “Desovietization” of UA regulatory legislation; (3) review of the functions of state supervision (control) bodies and optimization of their tasks; 4) organization of relevant online and offline trainings, meetings, focus-groups with national and local authorities, etc.
The Regulatory Services Team Lead’ responsibilities will include, but are not limited to, the following:
- Lead and facilitate the activities of a projects’ team;
- Communicate with stakeholders for successful realization of activities under direction;
- Review recommendations, policy papers, reports, drafts of legal acts, and other materials developed by projects’ team;
- Do analysis and prepare proposals for legal regulatory framework improvement;
- Prepare analytical information in the areas of SRS.
The expected period of performance is 3 months (up to 60 days). The post of assignment is Ukraine. Remote work authorized, subject to prior approval.
Expected deliverables are:
1) Finalized monthly team reports and infographics on implemented activities (e.g. management, communication with stakeholders, research and analysis, etc.) related to support of respective analytical activities, as well as improving communication and capacity-building of the SRS;
2) Reviewed recommendations, policy papers, reports, drafts of legal acts, and other materials developed by projects’ team;
3) Analytical documents and proposals on improving the legal regulatory framework consistent with this scope of work;
4) Final detailed report and presentation on activities performed by the team.
The required and/or preferred qualifications for the Regulatory Services Team Lead position are:
- Degree in law, economics, or another related field required;
- Prior experience on activities on improving the legal and regulatory framework in the government sector and/or providing legal advice or attorney experience in the field of economic activities in government or the private sector preferred;
- Over 7 years of professional experience in the field of law and/or economics preferred;
- Excellent communication and interpersonal skills with a strong customer service focus;
- Demonstrated experience and capacity for analytical thinking, openness, and proactivity;
- Demonstrated capacity to develop a strategic vision in the national context;
- Excellent spoken and written Ukrainian and English required.
