Chemonics International, a global consulting and international development firm, seeks a Senior Grants Manager, long-term position, for the USAID-funded Competitive Economy Program (CEP). CEP is a seven-year, $170M program, which promotes a strong, diverse, and open economy by enhancing the business environment for Ukrainian enterprises, improving the competitiveness of emerging and high-growth industries and their firms in international markets and equipping the Ukrainian workforce with skills necessary for reconstruction and rebuilding the economy.
As leader of the grants and subcontracts team, the Senior Grants Manager (Senior Manager) will be responsible for leading implementation of all CEP grants and procurements. S/he will plan and manage the timeline and workload of grants and subcontracts, ensure appropriate review and oversight of grants and procurement processes, supervise and effectively distribute team responsibilities, and monitor grant and subcontract processes from concept to closeout. S/he will liaise regularly with CEP technical, monitoring, evaluation and learning (MEL), communications, and operations teams. In coordination with the Chief of Party and Deputy Chief of Party, s/he will manage communications with the home office, USAID, prospective and current grantees, local organizations, government counterparts, and private sector stakeholders on grants and procurement-related issues.
The Senior Manager’s responsibilities will include, but are not limited to, the following:
- Oversee and manage grant activities in compliance with the CEP grants and subcontracts manuals, USAID regulations, and Government of Ukraine (GOU) laws.
- Design grants programs in coordination with COP, Strategic Investment Fund Director, and technical staff.
- Ensure full compliance with USAID and U.S. government regulations, Chemonics’ corporate policies, laws of Ukraine, and any supplemental policies developed specifically for CEP.
- Review and finalize RFAs, RFPs and APSs.
- Develop and oversee procedures in evaluating applications for grant funding. Participate as a member of the Grants Evaluation Committee.
- Manage client and grantee/stakeholder communications on grants related issues as required.
- Liaise internally with home office, technical, MEL, communications, and operations teams to ensure multiple activities are well managed.
- Supervise the grants team members, including oversight of a portfolio of grants awards.
- Guide technical teams on grant procedures and their roles and responsibilities during grant implementation. Provide mentoring, training, and resources to manage complex grant issues. Organize and conduct trainings on project implementation for CEP Program grantees and CEP staff.
- In coordination with CEP’s senior management, provide all necessary support to the CEP technical team and senior management on issues related to the development, refinement, production, data management, and monitoring of an administrative system to track the activities and performance of organizations who receive grants under the project.
- Oversee institutional assessments and diagnostic analysis of potential grantees. Participate in examining financial, accounting, and administrative procedures for control of funds and expenditures, including appropriate reporting and authorities.
- As a result of the institutional assessments and diagnostic analysis, participate and assist in assessing the training, technical assistance of potential grantees, and in particular, establish controls for expenditures and reporting on use of funds related to these needs.
- Oversee the proper preparation and execution of grant documents and disbursements in line with the USAID procedures.
- Analyze and assess the budgetary and financial aspects of grants, and payment of invoices.
- Ensure that grantees are provided with suitable technical advice and assistance by the technical team to complete their milestones and deliverables.
- Manage competitive processes for grant solicitations, as well as direct grants.
- Establish and revise as necessary the systems and procedures for grant agreement execution (e.g. solicitation, award, payments, and closeout).
- Monitor compliance of grant agreements.
- Provide input to CEP’s annual work plans; monitoring, evaluation, and learning (MEL) plans and activities; and quarterly, and annual reporting and planning as required.
- Work with the CEP technical and grants teams to oversee required environmental compliance policies and procedures.
- Contribute to CEP’s environmental review system for grant recipients, ensure compliance with 22 Code of Federal Regulations (CFR) 216 USAID Environmental Procedures requirements, USAID’s Supplemental Initial Environmental Examination (SIEE) recommendations, and Ukrainian environmental laws and regulations.
- Review and update the CEP grants and subcontracts manuals and templates in accordance with the CEP work plan and updates in the USAID regulations.
- Conduct site visits to grantees in coordination with other team members.
- Perform any other related tasks as assigned by the COP, Strategic Investment Fund Director or their designee.
The required and/or preferred qualifications for the Senior Manager’ position are:
- At least a Bachelor’s degree in business, finance, economics, or related field required. Master’s degree preferred.
- A minimum of five years of experience supporting donor-funded projects in areas relating to grants and procurement management and compliance, including at least two years of experience with USAID-funded grants and procurements, required.
- Demonstrated ability to manage cross-functional teams on activities relating to grants and procurements required.
- Strong interpersonal skills to maintain effective working relations with grantees, stakeholders, and government counterparts required.
- Demonstrated experience at being well organized, leading independently, managing multiple tasks, and adhering to deadlines required.
- Professional level of English and Ukrainian languages required.
