Chemonics International, a global consulting and international development firm, seeks a Senior Grants Procurement Manager, long-term position, for the USAID Competitive Economy Program (CEP). The USAID Competitive Economy Program (CEP) is a seven year, $170M program, which promotes a strong, diverse, and open economy by enhancing the business environment for Ukrainian enterprises, improving the competitiveness of emerging and high-growth industries and their firms in international markets and equipping the Ukrainian workforce with skills necessary for reconstruction and rebuilding the economy. 

As a senior member of the grants and procurement team, the Senior Grants Procurement Manager will be responsible for overseeing the implementation of all CEP grants and procurements. S/he will facilitate collaboration between the grants and procurement teams, ensuring effective coordination and streamlined processes. S/he will contribute to the design, development, and oversight of the project’s grants policies, procedures, and practices, and will oversee and manage grant activities and procurement in compliance with the CEP grants and procurement manuals, USAID regulations, and Ukrainian laws.  S/he will liaise regularly with the CEP technical, monitoring, evaluation and learning (MEL), communications, and operations teams. In coordination with the Strategic Investment Fund (SIF) Director, Chief of Party (COP), and Deputy Chiefs of Party (DCOP), s/he will manage communications with the home office, USAID, prospective and current grantees, local organizations, government counterparts, and private sector stakeholders on grants and procurement-related issues.

The Senior Grants Procurement Manager’s responsibilities will include, but are not limited to, the following: 

  • Oversee and manage grant activities and procurement in compliance with the CEP grants and subcontracts manuals, USAID regulations, and Government of Ukraine (GOU) laws
  • Ensure efficient workflow of grants and procurements, including appropriate division of responsibilities to best support CEP technical teams, grantees, government counterparts, and stakeholders
  • Design grants programs in coordination with COP, DCOPs, SIF Director and technical staff
  • Ensure full compliance with USAID and U.S. government regulations, Chemonics’ corporate policies, laws of Ukraine, and any supplemental policies developed specifically for CEP
  • Review and finalize RFAs, RFPs and APSs
  • Develop and oversee procedures in evaluating applications for grant and subcontract funding. Participate as a member of the Grants/Subcontracts Evaluation Committee
  • Manage client and grantee/stakeholder communications on grants and procurement-related issues as required
  • Liaise internally with home office, technical, MEL, communications, and operations teams to ensure multiple activities are well-managed
  • Coordinate with grants and subcontracts team members, including oversight of a portfolio of grants awards and procurement, logistics and subcontracts
  • Guide technical teams on grant and procurement procedures and their roles and responsibilities during grant and/or subcontract implementation. Provide mentoring, training, and resources to manage complex grant and procurement issues. Organize and conduct trainings on project implementation for CEP Program grantees and CEP staff
  • Ensure the effective review of all background documentation and oversight by technical teams of grants and/or procurements. Including, reviewing, and editing technical documents related to grants and procurement activities, such as activity descriptions, solicitations, negotiation memoranda, justifications for Restricted Eligibility, requests for waivers, subaward agreements, and other documents
  • Oversee the proper preparation and execution of subcontract and grant documents and disbursements in line with the USAID procedures
  • Analyze and assess the budgetary and financial aspects of subcontracts, grants, and payment of invoices
  • Ensure that grantees and subcontractors are provided with suitable technical advice and assistance by the technical team to complete their milestones and deliverables
  • Manage competitive processes for grant solicitations, as well as direct grants
  • Establish and revise as necessary the systems and procedures for grant agreement execution (e.g. solicitation, award, payments, and closeout)
  • Support the grants team with monitoring the execution and disbursement of grants
  • Develop and submit weekly and quarterly reports on grants and procurement activities. Provide input to CEP’s annual work plans; MEL plans and activities
  • Work with CEP technical and grants and subcontracts teams to oversee required environmental compliance policies and procedures
  • Contribute to CEP’s environmental review system for grant recipients, ensure compliance with 22 Code of Federal Regulations (CFR) 216 USAID Environmental Procedures requirements, USAID’s Supplemental Initial Environmental Examination (SIEE) recommendations, and Ukrainian environmental laws and regulations
  • Review and update the CEP Grants and Subcontracts manuals and templates in accordance with the CEP work plan and updates in the USAID regulations
  • Conduct site visits to grantees in coordination with other team members
  • Perform any other related tasks assigned

The required and/or preferred qualifications for the Senior Grants Procurement Manager position are: 

  • Bachelor’s degree in business, finance, economics, or related field required
  • A minimum of five years of experience supporting donor-funded projects in areas relating to grants and procurement management and compliance, including at least two years of experience with USAID-funded grants and procurements, required
  • Demonstrated ability to manage cross-functional teams on activities relating to grants and procurements required
  • Strong interpersonal skills to maintain effective working relations with grantees, stakeholders, and government counterparts required
  • Working proficiency in basic office computer applications, including MS Word and Excel required
  • Demonstrated experience at being well organized, leading independently, managing multiple tasks, and adhering to deadlines required
  • Demonstrates leadership, versatility, and integrity
  • Professional level of English and Ukrainian languages required
