Position: Child Protection Advisor 
Location: This role is primarily based in Ukraine but Crown Agents will try to accommodate individual circumstances where possible.

The UBS Optimus Foundation Children’s Resilience Fund  

The Children’s Resilience Fund is a Crown Agents International Development partnership with UBS Optimus Foundation established to meet the continued emerging needs of the people of Ukraine following the Russian invasion on the 24th February 2022. Created as a recognition of the need to develop a flexible and adaptive fund to ensure civilian-led operations on the ground, the aim is to support Civil Society Organisations (CSOs) in Ukraine to respond, scale-up, and navigate the current crisis. Together, Crown Agents and UBS Optimus Foundation propose to extend their fund management and capacity building services to roll out and deliver a fund management project to support Ukraine civil society organisations to effectively respond to the accelerating humanitarian need and establish a Fund that builds the resilience of children to withstand unpredictability.

Crown Agents uses UNICEF’s definition of child protection as the prevention and response to violence, exploitation and abuse of children in all contexts. This includes reaching children who are especially vulnerable to these threats, such as those living without family care, on the streets or in situations of conflict or natural disasters. 

Crown Agents also uses UNICEF’s definition of children’s resilience as the ability to withstand threats or shocks, or the ability to adapt to new livelihood options, in ways that preserve integrity and that do not deepen vulnerability. The resilience of a household is related to the available resources (e.g. financial, assets, human capital, social resources etc.) and household’s ability to use these resources (e.g. access to markets, access to public services and social protection). 

Crown Agents is looking to fund several Ukrainian civil society organisations to carry out projects which support the objectives of the fund. Each project is expected to take place over a maximum of 6 months, with the possibility of extension, a grant amount between minimum £20,000 and maximum £75,000 per project.   

Scope of Work

Main Responsibilities

  • Review the project’s grant application forms, including the Child Protection operating eligibility criteria
  • Review CSO grant applications
  • Provide input/ review programme design throughout the project lifecycle
  • Child protection capacity strengthening advice, if necessary
  • Work closely with the project team to identify capacity gaps and needs in relation to child protection within each CSO project;
  • Ensure that there is adequate support across all partners concerning child protection; strong policies on safeguarding, whistleblowing, child protection, conflict sensitivity and do no harm
  • Develop and conduct inductions, workshops, training programs and other capacity-building activities on child rights and child protection for CSO’s, as needed
  • Assist in the development of capacities of personnel and partners to implement the CAAC agenda and reinforce the monitoring and reporting of grave violations against children in armed conflict, as recommended in the UNICEF/OSRSG CAAC-led report on the Consolidated Recommendations from the Regional Consultations on Children and Armed Conflict;
  • Develop or enhance understanding of Security Council Resolutions on Children in Armed Conflict and other relevant international legalities on child protection where needed.
  • Provide timely inputs and guidance on child protection issues as requested by the Project Manager
  • Provide individual mission reports (approximately 500 words) on each CSO project within the month after completion of project;
  • Produce a mapping of capacity-building needs in CSO’s, and formulate corresponding recommendations to address these needs at the end of assignment;
  • Work closely with the MEL Lead to ensure high quality and informative data is collected on child protection measures throughout each project.

Experience and abilities for the position

  • Advanced degree in social work, children’s development, psychology, public health, or a related field. Formal training in counselling, self-care, self-compassion, and other relevant MHPSS disciplines preferred.  
  • 8+ years’ experience in management or technical implementation of children’s protection or other youth-focused initiatives, preferably in a conflict setting.
  • Knowledge and understanding of the Ukraine context.  
  • Exceptional skills with Microsoft Excel, Word, and PowerPoint.   
  • Experience with international donor-funded projects 
  • Excellent presentation skills. 
  • Well-developed written and oral communication skills in Ukrainian and English.  
  • Ability to travel as necessary.  
  • 6 month consultancy contract, with the possibility of extension (50+ days)
