Deloitte is seeking a qualified candidate to serve as a Civic Engagement Specialist in support of the USAID State-Owned Enterprises (SOE) Reform Activity in Ukraine (SOERA). The position is full-time, presence in Ukraine is required.
Project Background and Summary:
USAID SOERA program aims to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objectives to be achieved by this activity will include:
- SOE Mapping, Information, and Strategy.
- Reform Coordinating Mechanism (RCM) and Strategic Communications.
- Reviewing and Improving SOE Policies, Legislation, and Regulations.
- Facilitating SOE Privatization.
- Improving Corporate Governance and Management of SOEs.
- Providing Emergency Response and Recovery Preparation Technical Assistance to the GOU and SOEs
Objective:
The Civic Engagement Specialist will play a pivotal role in the successful implementation of the SOERA project. This specialist will collaborate across all technical areas to implement optimal practices and strategies for fostering citizen participation and engagement. The primary focus will be on designing program activities centered around civic engagement strategies, policies, and expertise to support the broader objectives of the SOERA project.
Duties and responsibilities:
- Participate in the development, execution, monitoring, and evaluation of citizen engagement initiatives across key components of the SOERA project.
- Proactively identify and address challenges related to citizen engagement activities, implementing strategic solutions to ensure the project’s success.
- Design and implement activities focused on augmenting citizens’ involvement in participatory mechanisms and the decision-making process, including the delivery of training sessions.
- Identify and evaluate potential grantees, provide oversight of their activities, and serve as the primary point of contact to ensure effective communication and collaboration within the scope of the project.
- Foster close collaboration with grantees and program beneficiaries, actively disseminating program updates, collecting valuable input, and monitoring ongoing activities.
- Contribute substantially to the preparation of program reports, work plans, and budgets to ensure comprehensive and effective project management.
- Spearhead the development and management of activities dedicated to enhancing awareness and engagement, specifically by fortifying participatory and social accountability mechanisms to foster improved citizen-government relations.
- Assume additional responsibilities delegated by the Civic Engagement Component Lead, Chief of Party, and Deputy Chief of Party.
Basic Requirements and Qualifications:
- BA in social sciences, education, public administration, management, or a related field, MA preferred.
- At least 5 years of demonstrated experience in the relevant field.
- Demonstrate knowledge of participatory mechanisms, including familiarity with international best practices and the Ukrainian landscape.
- Showcase a successful track record in the implementation of donor-funded projects.
- Exhibit excellent communication skills.
- Have a good command of the English language.
- Bring experience in collaborating with USAID or other international donor-funded programs.
- Must be able to plan, organize, and use time effectively.
- Ability to handle multiple tasks simultaneously and work within tight deadlines.
