Communicаtion consultant for 2023-2024 – Community Actiоn for HIV Control / Pact Inc

Pact Inc, is implementing a USAID-funded project Community Action for HIV Control. The project goal is to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing, and linkage to care among key and priority populations.

Pact seeks 3 Communication consultants for the Community Action for HIV Control project activities to support Strategic project communications: Increase demand for HIV testing: Demand generation communication campaign. The period of performance is August 2023-July 2024 days in total expected.

Period of performance: twelve (12) months (Aug 2023-July 2024), 10 days per month (120 days in total expected)

Consultant will perform the following tasks: 

• Evaluate the implementation of the communication strategy, and develop a plan for modifying activities for the next project year.
• Assist in planning and evaluating demand generation campaigns at national and regional levels: research and analysis, concept matrix development, recommendations for the products and activities implementation, and tactics modification if needed.
• Provide recommendations and participate in the implementation of changes for the development and optimization of the project’s digital platforms: multi-landing and chatbots.
• Provide consultations to strengthen the communications of partner NGOs.
• Support in planning and implementing educational programs for communications specialists of partner NGOs: needs mapping, mentoring coordination and support, educational materials development, monitoring of NGOs progress, and providing recommendations.
• Assist in creating and designing the project’s informational materials for both digital and offline use.
• Assist in the development of materials for traditional and online media and support in content development for NGOs.
• Assist in partnership development.
• And other relevant, in case of team needs.

On all communications services the Consultant shall:

1.     Collaborate with the Communication team in close collaboration with the project team.
2.     Have the ability to complete tasks related to visual art, digital communications, and integrated marketing.  
3.     Conceptualize, design, and deliver time-sensitive communications materials.
4.     Have the capacity to provide services for six (6) months upon contract expiration and fix the cost of services for the period of contract validity.
5.     CAHC will retain all intellectual property rights upon acceptance of each material or concept.

Personnel Requirements:

1. Minimum of ten (10) years of experience providing similar services, outstanding technical expertise, and excellence in customer service.
2. Experience of work in non-profits with Communications, Marketing, Public Relations, Public Information, Public Affairs, External Relations, Media – at least 10 years.
3. Experience working with international organizations and technical projects – at least 10 years.   
4. Experience in communications in the field of HIV/AIDS and/or public health – at least 5 years. 
5. Master’s Diploma, preferably – in communications, humanitarian, health care, or social studies. 

Strict adherence to deadlines, ability to work effectively, often under tight deadlines, and professionally deliver a quality product.
