Deloitte is seeking qualified candidates for the open positions of Communications Specialists in support of the USAID Health Reform Support project. This position is based in Kyiv.

Project Description
The purpose of the USAID Health Reform Support project (HRS) is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve service delivery system at all levels.
Position Summary
The Communications Specialist will be responsible for providing technical assistance to HRS in designing and implementing communication activities and campaigns to effectively convey health reform messages to various stakeholders to achieve trust, buy-in, and inclusion.
Tasks and Responsibilities
Duties and responsibilities will include, but will not be limited to:
- Conducting research and analysis of online media and SMM narratives;
- Providing a communications perspective on government, politics, ongoing health reforms, and how these areas are portrayed in the broader information landscape;
- Supporting the implementation of the approved workplan process, including contributing to the design, implementation, and evaluation of approved activities;
- Liaise with partners and grantees under the direction of the supervisor to further project implementation and impact;
- Translating articles, videos, and other public inputs into English language for non-Ukrainian team members;
- Supporting production and distribution of communication tools;
- Arranging communications events;
- Developing data visualization and presentation products;
- Developing reports; and
- Performing other communications tasks as assigned by supervisor or project leadership.
Requirements/Qualifications
- Bachelor’s degree in communications, Marketing or another related field;
- At least 3 years of proven work experience in a communications role;
- Strong understanding of the Ukrainian “information landscape,” including the understanding of the various traditional, social, and other media outlets;
- Knowledge about the Ukrainian health sector and reform efforts highly preferred;
- Proven experience in media and SMM analysis;
- Strong research and reporting capabilities;
- Fluency in Ukrainian;
- Advanced working proficiency in English; and
- Critical thinker analytically minded and intellectually curious.
Reporting Requirements
The Communications Specialist will report to the Strategy and Policy Communications Advisor.
