Background
At the United Nations Sustainable Summit held in September 2015, 193 UN Member States adopted the 2030 Agenda for Sustainable Development, operationalizing 17 Sustainable Development Goals (SDGs) and 169 specific targets. The Agenda commits all countries to work together to promote sustainable and inclusive socioeconomic growth and environmental protection for future generations, including women, men, girls, and boys. UNDP continuously supports Government of Ukraine in its efforts aimed at promoting and localization of SDGs.
Building on all the strengths and assets that UNDP has in the regions of Ukraine, UNDP in Ukraine conceives a regions-based way of operating. A network of UNDP Community Development Associates (Oblast SDG Coordinators) based in all regions of Ukraine, who act under overall guidance of Oblast SDGs Portfolio Manager and directly coordinated and supervised by Community Development Specialist, support the implementation of a set of projects aimed at localizing SDGs forming the UNDP Oblast SDGs Portfolio. This network of regional coordinators, as well as their wider networks with government, civil society, universities, provides a backbone on which this regions-based way of working is built. A mapping of different UNDP projects and their implementation geography has been conducted and can form the basis for further area-based planning and implementation. Area-based planning, implementation, monitoring and reporting requires tools, operating procedures and an updated IT backbone. In view of our strict requirements for accountability towards the national and lower-lever authorities, towards our donors and towards UNDP corporately, it is important to determine the level of responsibility and accountability that UNDP vests in its Kyiv-based and its oblast-based staff and ensure effective coordination between them.
Under the overall guidance and supervision of Community Development Specialist, the Community Development Assistant provides support in all organizational aspects of her/his coordinating work throughout the country and in the central office. The Community Development Assistant works closely with projects implemented as part of the UNDP Oblast SDGs Portfolio and ensures consistent services delivery, following the highest standards in line with UNDP guidelines and procedures. The Community Development Assistant prioritizes gender equality and women’s empowerment within all implementations and promotes UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behavior, including sexual harassment, sexual exploitation and abuse.
Duties and Responsibilities
Summary of Key Functions:
• Provide support in all organizational aspects of coordination of the countrywide network of Community Development Associates;
• Provide assistance in organizational aspects of projects and activities implemented as part of Oblast SDGs Portfolio;
• Perform administrative and logistical support;
• Knowledge building and knowledge sharing support;
• Perform any other task assigned by the Supervisor.
Provide effective support in coordination of Oblast SDGs Coordinators network, while performing the following functions:
• Assist the Community Development Specialist in coordinating the daily work of Community Development Associates (CDAs) in 24 oblasts of Ukraine;
• Assist the Community Development Specialist by providing support in implementation of projects and activities included in the Obalst SDGs Portfolio in a gender-responsive manner;
• Provide support in preparation of partnership and small grant agreement documents;
• Maintain registry/archive system in the project, including registry and classification of incoming and outgoing documents, agreements and tranche reports;
• Maintain correspondence with relation to field activities of the Project(s);
• Maintain data on profile of partners, communities and community-related activities and assist in web-based information dissemination;
• Gather and analyse project(s) information by collecting information and data from the regions disaggregated by sex, age, and other social identifiers;
• Assist in monitoring, evaluation and auditing of the project(s);
• Assist in hosting donors and partners visits to project(s) sites;
• Providing other duties assigned by Supervisor.
Ensure effective administrative and logistical services, focusing on achievement of the following tasks:
• Provide administrative support in planning, organizing and conducting of official events and visits;
• Maintain project-related correspondence;
• Provide support in oral and written translation of documents, as well as during meetings, roundtables and public events, when needed;
• Compile and prepare briefing and presentation materials, speeches, background information and documentation for meetings and visiting/monitoring missions as well as preparing minutes/protocols of the meetings in line with UNDP’s principles of gender-responsive communications and non-discriminatory language;
• Maintain project(s) records/ documents/ files in a user-friendly manner;
• Prepare routine correspondence within the Project Management Unit;
• Maintain a proper filing system ensuring safekeeping of confidential information/materials;
• Follow up on deadlines, commitments, actions taken and coordinate collection and documents/reports submission.
Support knowledge building and knowledge sharing, focusing on achievement of the following results:
• Participation in the training for the program/project staff;
• Sound contributions to knowledge networks and communities of practice.
Measurable outputs of the work assignment:
• Full and appropriate support provided in all organizational aspects of coordination of the countrywide network of Community Development Associates;
• Processing of project related documents supported;
• Information of community development activities documented in files, on server and on website.
Performance indicators for evaluation of results:
• Portfolio related documents are timely prepared and dispatched;
• Portfolio related information are timely registered and posted on server and sites.

Required Skills and Experience
Education:
• Bachelor’s degree in Business Administration, Management, Economics, Human Resourses, Finance, Accounting, Social Sciences, or other related fields is required.
Experience:
• At least 3 years of practical experience of working in the field of assistance and administration or program/project support or other relevant fields;
• Proficient in the usage of computers and office software packages (MS Word, Excel, etc.);
• Experience in handling of web-based management systems would be an asset;
• Experience with international organizations/projects will be considered as an assert.
Language Requirements:
• Fluency in Ukrainian, Russian and English is required.
