Pact Inc, is implementing a USAID-funded project Community Action for HIV Control. The project goal is to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing and linkage to care among key and priority populations.
Position Summary:
Under the Policy and Supportive Environment Advisor supervision, Community Development Officer will be responsible for development of technical capacities and empowering key and priority representatives at the regional level. The Community Development Officer will contribute to strengthening collaboration with HIV regional coordination entities. He/she will serve as primary point of contact for regional representatives of key and priority population engaging them into project monitoring and feedback.
Key Responsibilities:
- Establish and maintain working relationships with all regional HIV/TB Coordination Councils/regional HIV coordination entities (RCC)
- Conduct mapping of Regional TB/HIV Coordination Councils focusing on PWID, SW, MSM, Ex-prisoners’ representation in the councils
- Access capacity development needs of the RCC members representing non-government sector
- Organize capacity development events for RCC members – representatives of key and priority population
- Support networking and best practices sharing between the RCC members
- Implement peer-led mentorship
- Coordinate technical support for the members
- Perform other duties as required by leadership
Basic Requirements:
- University degree in public health, sociology, psychology or related background
- Knowledge and experience in the field of HIV/AIDS, human rights, public health and related issues
- Excellent communication skills with various stakeholders
- Excellent presentation skills
- Demonstrated ability to work in complex environments and work with and between different stakeholders
- Demonstrated skills in problem solving and consensus building
- The candidate must be demonstrably proficient in (oral, writing and reading) Ukrainian and English.
- Ability to travel within Ukraine and internationally, when health and safety situation allows
- Ukrainian nationality
Preferred Qualifications:
- Experience working with KPs and PPs representatives
- Experience working with regional public health administrations and/or regional coordination entities
- Experience working with community-based organizations and/or key populations in Ukraine
- Experience implementing USG-funded programs in Ukraine
