Deloitte is seeking qualified candidates for the open position of Consultant on Medical Statistics data and Data Collection in support of the USAID Health Reform Support project. 

Period of performance: 15 November 2023 – September 2024 

Level of Effort (LOE): 40 days

Project Description

The purpose of the USAID Health Reform Support (HRS) project is to support a transparent, accountable, and effective healthcare system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high-quality, evidence-based healthcare services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which includes:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability, and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Background/Objective

Consultant on Medical Statistics Data and Data Collection is supposed to support HRS project team and aimed to provide expert consultations on activities related to the introduction of the system for hospital district performance monitoring. 

Responsibilities:

• Provide expert consultation on medical state statistics in Ukraine with in-depth consultation about methodologies of calculation, primary sources of data, and reporting at the level of healthcare facilities and oblast 
• Support HRS in coordination the data collection process at regional level  
• Assure data quality collected from regions through ongoing communication with relevant institutions on data verification and data clarification 
• Review and contribute to the development of the system for hospital district performance monitoring framework and other related procedures  
• Support HRS Team in identifying indicators for monitoring and evaluation system of hospital district performance and developing the passport of indicators and data collection guidance 
• Participation in the development of data collection tools 
• Participate in the working meeting with HRS team under request 
• To follow deadlines and regularly communicate with HRS team on current projects and timeline status 
• Perform other tasks if needed 

Qualification requirements: 

• University degree in Medicine, Public Health, Mathematics, Statistics, or related specialties; specific courses in epidemiology and data analysis will be an asset 
• At least 5 years of continuous working experience in data management, data reporting and data collection; having working experience in governmental structures will be an asset  
• Expert knowledge of peculiarities of medical statistics in Ukraine, in particular, advanced knowledge of essential statistical medical forms, methodologies for calculation of healthcare measures and indicators 
• Understanding of national and international reporting system in healthcare, in particular, national medical statistic`s reports and international open databases 
• Experience in hospital sector analysis; understanding Ukrainian health care system, in particular specialized hospital sector reform will be an asset 
• Ability to work independently and work in team deliver quality product, meet deadlines, and prioritize competing responsibilities 
• Excellent writing and communication skills in Ukrainian; Ability to be employed as an Individual Entrepreneur (single tax payer, 3rd category)
